    Introduction

    Background and Description:

    The EU-PH Partnership for Peace and Development in Mindanao (PPDM): Good Governance in BARMM (EU4BARMM) supports accountable governance, institutional effectiveness and access to justice in the Bangsamoro Autonomous Region in Muslim Mindanao. Under Specific Output 1, UNDP supports strengthened public financial management practices and institutional capacities of the Bangsamoro Government and local government units to plan, budget, execute and oversee development priorities in a transparent, gender-responsive and climate-adaptive manner.

    Sub-output 1.1 focuses on institutional strengthening for coordinated and inclusive planning, budgeting and expenditure tracking. Activity 1.1.1.1 calls for a joint assessment of capacity and coordination challenges affecting planning, budgeting, investment programming and expenditure tracking across BARMM ministries and LGUs. It is intended to inform subsequent reforms and capacity-development initiatives and to avoid duplication with existing government and development-partner support.

    Objective of the Assignment:

    The objective is to produce a joint institutional capacity and coordination diagnostic that identifies the institutional, organization, functional and coordination constraints affecting the performance of key PFM institutions in selected LGUs and provides prioritized recommendations to inform subsequent project activities.

    Qualifications:


    Education
    • University degree in public financial management, public administration, economics, finance, organizational development, governance or a closely related field. A relevant first university degree with substantial additional experience may be accepted in lieu of an advanced degree, subject to UNDP requirements.
    • Professional certifications or specialized training in development planning, public financial management, budgeting, public investment management, governance, policy development, or results-based management are an advantage.

    Relevant Professional Experience in PFM, Governance, and Institutional Development
    A. Public Financial Management Experience - Demonstrated experience and knowledge in public financial management, including planning, budgeting, investment programming, expenditure management, accountability, and performance-management systems.
    B. Institutional Assessment, Organizational Development, or Public-Sector Governance - Demonstrated experience in institutional assessment, organizational development, or public-sector governance, including conducting institutional capacity or organizational assessments involving multiple government institutions; Working with government institutions in the Philippines; and Experience in BARMM or comparable autonomous, devolved, or conflict-affected settings.
    Competencies and additional assets

    • Strong analytical, facilitation, writing and stakeholder-management skills.
    • Ability to apply gender-responsive, inclusive and conflict-sensitive approaches.
    • Knowledge of BARMM governance and PFM reforms and relevant national PFM frameworks is an asset.

    Language requirement
    - The consultant shall be proficient in writing as evidenced by submitted bid and sample works written in English.


    Period of assignment/services: 90 person-days spread over five (5) months
