Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works in Ukraine with the government, parliament, and civil society for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women works closely with the UN Country Team and Humanitarian Country Team in integration of women’s rights and gender equality in all spheres of UN work.
Since the beginning of the Russian military full-scale invasion on 24 February 2022, Ukraine is rapidly emerging as one of the world’s most complex emergencies where women and men, girls and boys, in all their diversities, have been profoundly impacted. During 2022-2026, at least 5,489 women have been killed and 356 girls. Additionally, 18,437 women have been injured and 1,290 girls[1]. 2.91 million people predominantly women and girls are at high risk of gender-based violence[2]. In 2026, the impacts of Russia’s full-scale invasion are multiplying - at least 372 civilians were killed and 2,349 injured in Ukraine only in August 2026, marking the second highest month of civilians killed and injured in 2026 since July 2026 (448 killed; 2,675 injured)[3]. The relentless, systematic attacks against civilians and civilian infrastructure and services, including energy, transport, health and education facilities have a severe and growing effect on women, with death, mutilation, severe bodily and psychological trauma, displacement, gender-based violence including conflict related sexual violence (CRSV), human trafficking, loss of livelihoods and economic opportunities as detailed in the statistics below. These attacks are grave violations of human rights and international humanitarian law.
Since 2016, UN Women in Ukraine has supported its government and non-government counterparts and stakeholders to advance gender equality and women’s empowerment (GEWE). These efforts have been strengthened to meet the urgent and deep needs caused by the ongoing humanitarian crisis. Under its 2025-2029 Strategic Note, UN Women in Ukraine aims to ensure that more women and girls, including those at the greatest risk of being left behind, lead, influence and benefit from gender responsive humanitarian action, governance, recovery, rights and economic growth. Among others, civil society, and particularly women’s organizations in Ukraine, are in the front-line to deliver immediate humanitarian assistance to displaced women and girls. Women’s groups and civil society organizations have been quick to react to the immediate priorities of their communities but face many challenges as they attempt to provide support to large numbers of internally displaced people, host-communities and those directly affected by violence and insecurity. As one of the worldwide biggest supporters for local and grassroots women’s civil society leaders and their organizations in conflict and crisis settings, the United Nations Women's Peace and Humanitarian Fund (WPHF), with the technical support of UN Women, in 2022 has activated its emergency response for Ukraine by supporting local women's rights organizations in Ukraine and Moldova on the frontlines of the response to the needs and displacement of women and girls.
