SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
GENERAL OBJECTIVES :
The Field Coordinator is the representative of the organization at field level. He/she proposes a strategy for his/her area, according to the geopolitical and humanitarian context, and ensures its implementation once validated. He/she checks and ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures. He/she mobilizes the material and financial resources necessary for programs to run smoothly and supervises resource management. He/she coordinates the teams in place and is responsible for their security in his/her assigned zone.
Representation and Internal / external communication:
The FC is the official representative of Solidarités International in his/her intervention zone for NGOs, administrative, political and local authorities and civil society. He/She participates in humanitarian forums and relevant coordination meetings
The FC Ensure that documents produced in his/her intervention zone meet deadlines and quality standards, respecting standard formats and procedures
The FC Organise regular Base meetings and Ensure that key operational information circulates properly, in his/her intervention zone and between the bases and the country coordination (sitrep).
ISSUES AND SPECIFIC CHALLENGES :
Implement activities across several woredas in a volatile and operationally constrained context, while ensuring quality, compliance and timely delivery of ongoing projects. Maintain access and programme continuity despite recurrent constraints linked to fuel availability, cash liquidity, telecommunications/network coverage, road access and market fluctuations. Maintain adequate preparedness for a potential deterioration of the security situation, including possible disruption of banking services, communications and movements.
PRIORITIES ON THE 2-3 FIRST MONTHS :
-Consolidate the base management structure and ensure clear responsibilities, delegation and reporting lines within Programme and Support teams.
-Ensure timely implementation and close monitoring of ongoing activities through updated workplans, APU/OFU/LFU and procurement plans.
-Strengthen coordination between WASH, Livelihoods, MEAL and Support departments and ensure adequate balance of management capacity between the main programme components.
-Reinforce budget forecasting and absorption monitoring.
-Maintain and strengthen coordination with local authorities, clusters, partners and other humanitarian actors to avoid duplication and identify operational synergies.
-Ensure the base is prepared for emergency scenarios through updated contingency plans, communication systems, cash/fuel contingency measures and staff preparedness, especially this year with the evolving context
-Continue effort of base development with upcoming opportunities
SECURITY CONSTRAINTS :
The security environment in Tigray remains potentially volatile and can evolve rapidly, requiring continuous monitoring and strict compliance with SI security procedures. Main operational constraints include possible access restrictions, interruptions to telecommunications and internet, fuel shortages, banking/cash limitations and disruptions to road movements. Some operational areas may have limited or no network coverage, requiring reinforced movement tracking and communication procedures. The Field Coordinator must maintain a high level of preparedness, regularly review contingency arrangements, ensure critical resources are available, and adapt programme implementation and movements according to changes in the security and access environment. Staff safety and duty of care must remain central to operational decision-making.
DIPLOMAS : A master’s degree (or equivalent field experience) in Humanitarian Action, International Development, Social Sciences, Project Management, or a related field is required.

TECHNICAL SKILLS :
Relevant management skills :Operation and team management skills include leadership, communication, and problem-solving as core competencies. Other essential skills are decision-making, time management, adaptability, and organizational abilities. Including a strong understanding of finance, and logistics processes.
TRANSVERSAL SKILLS : Ability to work under pressure in a challenging and sometimes insecure environment; cultural sensitivity, adaptability, and a strong commitment to humanitarian principles and safeguarding policies (PSEA, Child Protection).
LANGUAGES : Fluency in written and spoken English is essential. Knowledge of the local language(s) (e.g., Amharic, Tigrigna) is a strong asset.
A salaried position:
According to experience, starting from EUR 3080 gross per month (2800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 400.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Living conditions: Guest House conditions :- There will be shared guesthouse both at the project and coordination during the visit.

-Restaurant & social life: Restaurants are available in Addis and also Adwa :
- Social life in Adwa is limited. All the basics food items and other are available but there is strict limitations and taxation to importation of food. Food in your luggage however is allowed and you can stock up on specials from home. Good quality chocolate, cereals and dried meat products can be hard to find and/or very expensive.
