About Plan International

Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (YPII) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. Our ambition is to enable at least 3 million girls and young women to be healthy, educated, empowered, safe and protected. It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. Position Summary


The Program Manager for Humanitarian and Resilience will play a key role in ensuring the achievement of the programme objectives which relate to the managing and supervising of safe learning and school environment, Community Based Disaster Risk Management (CBDRM), anticipatory action (AA), nature-based solutions, and emergency projects. S/he is accountable for successfully implementing projects in the Humanitarian and Preparedness Programme and growing the programme portfolio. S/he will support the Programme Director and the country leadership team in striving to strengthen YPII’s implementation of its dual mandate as a development and humanitarian organization and building the nexus between humanitarian and development. This role plays a critical role for Plan in Indonesia, considering the country’s high vulnerability to disaster.


Location

This role and project will be based in Jakarta. Candidates must be authorized to work in Indonesia, as this role does not offer visa sponsorship.

Reporting And Supervision

Reporting to the Programme Director, The Programe Manager will be responsible for designing, planning, and overseeing the management of projects in Humanitarian and Resilience themes, providing advice to the Country Management Team (CMT) in humanitarian response, and leading the humanitarian and emergency response if required, as well as providing strategic direction for programme development and resource mobilization.

Primary Responsibilities

Quality Humanitarian Response and Resilience Programming

  • Lead and coordinate the support for Plan Indonesia’s emergency response plan, ensuring quality response plan as per Plan International standards and guidelines, timely deployment of team for rapid assessment, emergency response, and post-emergency response assessment.
  • Oversee resilience related programming, ensuring quality programming delivery as per Plan impact frameworks and ambition into youth-centered organization.
  • Ensure Plan Indonesia’s participation in cluster (humanitarian and resilience) coordination meetings as required and planned in the Emergency Response Plan.

Programme Planning, Design and Development

  • Develop projects under the Humanitarian and Resilience thematic area, and liaise with the Program Development Unit and Resource Mobilization Department for resource mobilization for targeted donors.
  • Provide supervision and technical advisory during programme/project development and acquisition process.
  • Align the project design and implementation with Plan International principles on gender transformative and Programme and Influencing Quality Performance (PIQP).

Oversight of Project Management

  • Provide oversight and technical inputs to the project implementation, and coordination with Area Implementation Managers for projects funded by sponsorship.
  • Lead the monitoring of financial management (budget planning and expenditure) of the project achieving accuracy and reliability of financial reports, following Plan Indonesia’s and donors’ standards and compliance.
  • Oversee the monitoring of technical outputs from projects, to ensure the quality and governance of mobilization of goods and services to support project activities.
  • Oversees the project risks and mitigation strategy as identified by project managers/national project managers, and plans for measures as well as keeps updating the Project Risk Registries.
  • Lead the project closure process, audit, and transfer of project assets, ensuring compliance with Plan International policies and donor guidelines.
  • Ensure adherence to the existing financial, procurement, and administrative processes in line with prevailing YPII rules and regulations.

Advocacy and Influencing

  • Lead the advocacy and influencing of the humanitarian and ResiliencH thematic area of expertise to inform policies, and enrich CSO discussions and public opinion contributing to the effort to build Plan Indonesia’s thought leadership in child rights and girls’ equality.
  • Identify opportunities for deepening the cooperation and collaboration with Government, NGOs, International Organisations (such as UN Agencies), and development partners on the issue of prevention of humanitarian and resilience.
  • Participates in Plan Indonesia and PII global and national campaigns and works with strategic partners on these issues.
  • Participate and represent Plan Indonesia in national and international platforms or conferences should this opportunity arise.

Reporting and Knowledge Management

  • Ensure that all projects have an integrated Monitoring, Evaluation, and Research (MER) Framework, through coordination and working together with MER Coordinator/Specialist to design the framework.
  • Supervise and provide technical overview to ensure the quality and timely submission of periodic reporting requirements (quarterly and annually) as per Plan Indonesia’s and donor’s reporting schedule.
  • Provide oversight to monitor the implementation of projects by using agreed monitoring tools, in the M&E Framework, supervise and monitor the baseline, midline, and end-line reporting process for ensuring the feedback loops.
  • Plan, coordinate, and oversee the development of quality knowledge products as part of learning and strengthening Plan Indonesia’s thought leadership in Humanitarian and Preparedness.
  • Ensures quality standards of document keeping, retrieval, and sharing mechanism.

Communication, Partnership and People Management

  • Establish good practice of partnership management aligning with Plan International Guidelines for Building Better Partnership, from partner assessment process to monitoring the partnership agreement promoting mutual accountability and compliance.
  • Lead and coordinate the Humanitarian and preparedness Programme in ensuring coordination with government stakeholders (BNPB, BPBD, and relevant agencies), as well as establish new strategic partnerships with relevant stakeholders in Humanitarian and Resilience at national and regional levels.
  • Adhere to RASCI (Responsibility, Accountability, Support, Consult, and Inform) in decision-making and communication in the implementation of projects.
  • Be the focal person for the contact with Regional and Global Hub for Humanitarian and Resilience, establish a good network and exchange learning and ideas with other Plan International Country and National Offices and Regional Offices.

Safeguarding Children and Young People (Safeguarding), PSHEA, and Gender Equality Disability and Inclusion (GEDSI)

  • Ensure that Plan International’s global policies for Safeguarding Children and Young People , PSHEA, and Gender Equality and Inclusion are fully embedded in project design, during implementation, and as principles applied in day-to-day work.
  • Participate actively in capacity building and learning events on Safeguarding Children and Young People, PSHEA, and Gender Equality and Inclusion.
  • Submit required documentation (reports, checklists, action plans) to implement policy, standards, and approaches on Safeguarding, PSHEA and GEDSI.
  • Understand and put into practice the responsibilities under Safeguarding, PSHEA, and GEDSI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

Qualifications And Experience

Essential

  • Undergraduate degree in social sciences, public policy, international relations, and relevant field in the humanitarian response and development.
  • Minimum of 7 years of experience in managing projects relevant to humanitarian and emergency response, including budget management, monitoring and evaluation, and quality project reporting. Experience working to provide technical assistance in responding to emergencies and crises in other countries within the Plan International family is an asset.
  • Minimum of 3 years experience working in coordination with Government agencies/offices, NGOs, and INGOs for humanitarian and emergency response.
  • Demonstrated knowledge in international development tools: programme logic, Monitoring, and community empowerment.
  • Demonstrated knowledge of gender transformative approach, gender-based violence, child rights, and inclusion.
  • Affinity to work with and for children and young people.
  • Understanding of Indonesian Government policies, laws, and institutions in Disaster Risk Management, Humanitarian and Resilience sector/field.
  • Good oral and written communication skills in English and Bahasa Indonesia.
  • Ability to provide technical guidance and support staff.
  • Ability to function efficiently and effectively with little day-to-day supervision.
  • Demonstrated skills in problem-solving and people management.

Desirable

  • Master’s Degree in a relevant field.
  • 10 years of experience working in the field of humanitarian/emergency, Disaster Risk Management (DRM), or child protection and education in emergency.
  • Demonstrated experience working in climate change.
  • Demonstrated experience in working with children and youth.
  • Demonstrated experience in policy advocacy.
  • Demonstrated experience in applying child protection and safeguarding policies.
