The purpose of a Logistic officer is to provide the day-to-day implementation of the logistic function’s responsibility.
Generic responsibilities

Ensure adherence to NRC policies, handbooks, guidelines, SOP’s and donor requirements
Implement delegated logistic functions portfolio according to Plan of Action
Conduct and follow up daily logistics operational support activities
Support the administration of resources so that deliverables are achieved within set budgets, timelines and standards
Prepare and develop a monthly report as required by the Country/Area office
Ensure proper filing of all support documents
Support setup and development of field offices Specific responsibilities,
Focal point for preparing monthly logistics Report and sharing with Country office
Support the development, consolidation, implementation and regular updating of procurement plans in coordination with Area Offices, Programme and Finance, ensuring procurement requirements, sourcing strategies, lead times and donor requirements are appropriately reflected.
Manage assigned procurement processes from solicitation through award, including preparation and issuance of RFQs/ITBs, supplier communications and clarifications, receipt/opening processes, coordination of evaluation committees, preparation of bid analysis/tender minutes and completion of award documentation, in accordance with applicable procurement thresholds and authorization requirements
Prepare and administer Purchase Orders, contracts, Framework Agreements and amendments within delegated responsibilities; monitor contract values, validity periods, delivery timelines and supplier obligations; maintain contract follow-up records and escalate delays or non-performance.
Maintain accurate procurement records and documentation in Unit4.
Ensure procurement-related supporting documentation is complete and facilitate timely submission of invoices and relevant delivery/acceptance documentation to Finance for payment processing.
Ensure that competitive and transparent procurement processes are followed to ensure best value for money is achieved
Review Purchase Requisitions for completeness, required approvals, clarity of specifications/TORs, appropriate procurement thresholds and realistic lead times, and coordinate with requesters to resolve gaps before initiating procurement.
Maintain accurate and up-to-date procurement tracking and reporting tools, including procurement and contract follow-up, vendor database, supplier performance records and market price information, as applicable.
Coordinate and maintain supplier performance evaluations and ensure performance records are appropriately documented and considered in future procurement processes.
Support the preparation and administration of consultancy agreements in accordance with NRC procurement procedures
Ensure assigned procurement processes comply with NRC procurement procedures, donor requirements, authorization thresholds, segregation of duties, ethical standards, confidentiality, conflict-of-interest requirements and applicable local regulations.
Identify procurement exceptions and support the preparation, documentation and tracking of waivers and Notes to File in accordance with NRC procedures and delegated authority
Support supplier due diligence, registration, verification and prequalification processes, ensuring required eligibility and compliance documentation is obtained and maintained
Promote sustainable procurement practices and incorporate relevant environmental considerations into specifications, sourcing and evaluation criteria, particularly for high-value or environmentally sensitive procurement.
Prepare regular procurement reports and analysis, highlighting procurement status,
lead times, outstanding actions, contract/FWA status, supplier performance, risks and bottlenecks for management follow-up
Assist with building and maintaining positive relationships with vendors.
Conduct and document market research and sourcing activities to identify capable suppliers, understand market capacity, price trends, lead times and supply risks, and support development of appropriate sourcing strategies.
Maintain and develop a vendor database with qualified vendors for NRC activities.
Participate in training programs on NRC procurement policies and procedures.
Assist with training delivery on procurement processes for Area and Field Offices, as needed.
Provide ongoing support to Area and Field Offices regarding procurement inquiries and challenges.
Provide procurement logistical support to other departments and programs within the Country Office.
Participate in the development and implementation of Procurement Standard Operating Procedures (SOPs).
Collaborate with the Logistics Coordinator and other staff to identify opportunities for improvement in logistics processes.

Professional competencies:
University degree in Business Administration, Logistics, Supply Chain Management, or a related field (mandatory).
Minimum 2 years of experience in the humanitarian sector:
At least 1 year in procurement.
At least 1 year in general logistics.
Experience from working as a logistics officer in a humanitarian or recovery context.
Previous experience in complex and volatile environments.
Documented results related to the position’s responsibilities.
Excellent command of English, both written and verbal.
