Staff Officer (Fusion Analyst)

1. POST CONTEXT

Supreme Headquarters Allied Powers Europe (SHAPE) serves as NATO’s strategic command, responsible for planning, preparing and executing Alliance operations and activities. Within SHAPE, the Cyberspace Directorate leads and synchronises Cyberspace Operations, Electronic Warfare, EMS activities and CIS functions across ACO. The Cyberspace Operations Centre (CyOC), NATO’s only theatre component for cyberspace, delivers persistent, centralised and comprehensive cyberspace situational awareness, command and control and execution. The CyOC’s Cyberspace Situational Awareness Branch integrates inputs from all sources to form the theatre‑wide cyberspace picture. Within this Branch, the Situational Awareness Support Section analyses technical cyberspace vulnerabilities and drives consequence‑mitigating actions. The incumbent will support the integration and fusion of data feeds from multiple cyber tools, contribute to Fusion Analytics, and conduct data analysis in support of Defensive Cyberspace Operations and the integration of cyber effects in Multi‑Domain Operations. 

2. PRINCIPAL DUTIES

The incumbent's duties are:

1)    Support for the production and review of the fusion products

2)    Contribute and review the continuously updated threat picture, own system status and mission status input to cyber operational picture

3)    Contribute to the activities related to integration  and fusion of data feeds from different cyber tools(  CDSA, CyCOP, CPAL, MISP, CySAS,Industry Feeds).

4)    Assist in managing the Fusion Analytics process and conduct data analytics in support of the Defensive Cyberspace Operations decision making process including integration of Cyber Effects in Multi Domain Operations

5)    Contribute to the development of common operation picture

6)    Contribute to the development of cyber operations metrics

7)    Support the production and review of the fusion products

8)    Create, manage and review the continuously updated threat picture, own system status and mission status input to cyber operational picture

9)    Contribute to all source data and information collection activities

10) Develop priority information requirements

11) Prepare, review and validate situational updates

12) Develop and contribute to the development and dissemination of periodic Situational Awareness products;

13) Support the development of CyOC Standard Operating Procedures (SOPs) both as a document owner and/or contributor;

14) Participate to workshops, meetings and working groups in order to provide Situational Awareness support in line with the Directions and Guidance provided by the CyOC SA Support Section Head

15) Author and contribute to staff documents (e.g., point papers, PowerPoint presentations, etc.) as required.

3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract

- The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.

- The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

The work is normally performed in a Normal NATO office working environment.

4. ESSENTIAL QUALIFICATIONS

• Minimum 3 years of experience in supporting Cyber Defence operations.

• Minimum 3 years of experience working in a military environment, with operational experience including experience in Operational Centres of higher formations.

• Knowledge and experience of cyber and cyber defence capabilities in relation to support of the operations of a large international, governmental or military organization

• Minimum 3 years of experience with collecting data, helping out with data interpretation, identifying issues in data sets and creating reports on the results.

   

• University Degree in computer science, engineering disciplines, statistics or similar numerate discipline, operations research., intelligence, criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioral or social psychology or related discipline and 3 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience. 

   

  In case of ambiguity the required job specific experience have priority over the standard education and training levels and experience described here.

6. COMPETENCIES

• Personal Attributes: The post requires good communication skills and the ability to develop strong working relationships.. Ability to stick to time constraints, and to prioritize and manage multiple tasks efficiently. Team worker.
• Professional Contacts: The incumbent needs to develop very good working relationship with other directorates and divisions within SHAPE and other various Host Nations, as well as Cyberspace staff within the subordinate Commands.
• Contribution To Objectives: Contributes to the achievement of a comprehensive situational awareness for cyber operations. Improves the methods for collecting data, enhance data interpretation, identifies issues in data sets and creates reports on the results.

7. CONTRACT

The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
