VN 106/2026 Sr. Financial Compliance Associate

The Financial Compliance and Support Unit (FCSU) supports the Manila Institutional Financial Services (MIFS)  in strengthening financial compliance, internal controls, business process improvement, and digital transformation. The Unit promotes effective governance through compliance monitoring, enterprise resource planning (ERP) optimisation, artificial intelligence (AI) and automation initiatives, and the implementation of organisational improvement programmes. FCSU serves as a key enabler of operational excellence by providing coordination, analysis, stakeholder engagement, and change management support across the Organization.

Under the direct supervision of the Financial Compliance Support Officer and the administrative supervision of the National Financial Analyst (FSSU), the Senior Financial Compliance Associate will be responsible and accountable for providing specialised support to financial compliance, internal control, business process improvement and related initiatives of FCSU.

1. Assist financial compliance functions through the compilation, review, and analysis of information related to financial policies, procedures, IPSAS requirements, and internal control frameworks; identify compliance issues and contribute recommendations for corrective action for review by FCSU.
2. Support business process improvement initiatives related to Oracle Fusion Cloud ERP (WAVE) through the analysis and documentation of business requirements, coordination of user acceptance testing (UAT), identification of process enhancement opportunities, and development of process guidance and user support materials.
3. Support the planning, coordination, and implementation of the Department’s AI, automation, and digital transformation initiatives, including monitoring progress against the AI and digital transformation roadmap, tracking key milestones and deliverables, and maintaining an up-to-date portfolio of initiatives, expected benefits, and implementation outcomes.
4. Coordinate and support the implementation, rollout, and monitoring of financial compliance, internal control, and organisational improvement initiatives across Headquarters (HQ), Regional Offices (ROs), Country Offices (COs), and the Global Shared Services Centre (GSSC). Monitor implementation progress, support stakeholder engagement activities, and contribute to post-implementation evaluations and lessons learned exercises.
5. Provide coordination and administrative support for meetings, workshops, training sessions, and departmental initiatives. Prepare meeting agendas, record action points, follow up on deliverables, and liaise with HQ, ROs, COs, and GSSC as required.
6. Perform such other relevant duties as may be assigned. 

EDUCATION

• Bachelor’s degree in Finance, Accounting, Business Administration, Information Management, Data Science, Analytics, or a related field from an accredited academic institution with four (4) years of relevant professional experience; or,
• High School diploma with six (6) years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

EXPERIENCE

• Experience in financial compliance, accounting, finance, internal controls, audit support, or related areas; 
• Experience in reviewing and analysing financial or operational information and identifying issues, discrepancies, or areas for improvement;
• Experience working with enterprise resource planning (ERP) systems, preferably Oracle Fusion Cloud, and supporting system or business process improvements is an advantage;
• Experience in user acceptance testing (UAT), development of user guidance, or implementation of financial systems or process improvements is an advantage; and,
• Experience working in an international, multicultural, or multilateral environment is an advantage.

SKILLS

• Good knowledge of financial compliance, internal controls, accounting or financial management principles and procedures;
• Good analytical and problem-solving skills, including the ability to review information, identify issues or discrepancies, and contribute to practical recommendations;
• Ability to document business requirements, processes, test results, and user guidance clearly and accurately;
• Good organizational and coordination skills, including the ability to monitor multiple activities, milestones and deliverables;
• Good communication and interpersonal skills, with the ability to provide guidance and collaborate effectively with colleagues across different offices and functions;
• Proficiency in Microsoft Office applications, particularly Excel; familiarity with ERP systems, collaboration platforms, automation or other digital productivity tools is an advantage.
