Project Context and Scope

Under the project “Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management in Armenia”, IOM supports the Government of Armenia in strengthening national migration governance and enhancing the capacities of relevant institutions. As part of the Government’s ongoing modernization of the State Population Register (SPR), IOM will support the Ministry of Internal Affairs in drafting a curricula on SPR legislation to ensure its personnel is capacitated for the implementation of national regulations. 

The consultant will develop a comprehensive and practical training curriculum encompassing the relevant SPR legislative framework


The consultancy will include consultations with IOM and designated Ministry representatives, review of relevant legislation, policies and technical materials, identification of training needs, and development of the curriculum and accompanying training materials. The curriculum should combine theoretical content with practical exercises, case studies and other interactive learning methods and should be suitable for delivery by the trainers subsequently engaged by IOM.

Tasks to be performed under this contract

Under overall supervision of the Head of Office in IOM Armenia, and the direct supervision of the Programme Officer, as well as in close cooperation with relevant stakeholders, the local consultant will be tasked with the following deliverables:

DELIVERABLE 1 

  • Review the most recent legislative amendments related to the State Population Register (SPR). 

  • Consult with IOM and relevant Government counterparts to identify expectations, training needs and priority topics. 
  • Submit a brief inception report presenting the findings, consultation outcomes and detailed work plan.

 

DELIVERABLE 2

  • Develop a draft SPR training curriculum and accompanying materials. 

  • Develop a testing component by formulating a question pool with multiple choice questions aligned with the training curriculum of the Educational Complex of the Ministry of Internal Affairs of the Republic of Armenia and in line with standards of the MiA Moodle system to ensure integration.   

  • Cover the SPR-related legislative amendments and practical application of the new SPR system. 

  • Present and validate the draft curriculum with IOM and relevant Government counterparts. 

  • Incorporate feedback received during the validation process.

 
DELIVERABLE 3 
 
  • Prepare and deliver a training of trainers based on the validated SPR curriculum. 

  • Assess participants’ understanding and readiness to deliver the staff trainings.

  • Submit a brief report presenting the ToT results and recommendations.


DELIVERABLE 4 
 

  • Monitor the delivery of SPR-related ToT to Government personnel. 

  • Provide methodological support and guidance to the trainers. 

  • Revise and finalize the curriculum and accompanying materials based on feedback and lessons learned. 

  • Submit a concise final report presenting monitoring findings, challenges and recommendations.
     

Performance indicators for the evaluation of results
  • Quality, accuracy and practical relevance of the curriculum and accompanying training materials.

  • Compliance of the outputs with the agreed scope of work and IOM requirements.

  • Timely completion and submission of all deliverables.

  • Effective incorporation of feedback from IOM and the Ministry of Internal Affairs.

  • Responsiveness and effective coordination with IOM, Ministry representatives and trainers.

  • Suitability of the finalized curriculum for the delivery of five-day training programmes to Ministry personnel.

 

Required Qualifications and Experience

Education

Advanced university degree in law, public administration, migration studies, education, social sciences or another related field, with at least five years of relevant professional experience; 

or a first-level university degree in one of the above fields, with at least seven years of relevant professional experience.

Experience

  • Demonstrated experience in developing training curricula and materials for public-sector institutions.

  • Sound knowledge of population register, and migration governance or related legislative and administrative frameworks.

  • Experience in conducting training needs assessments and applying adult-learning and interactive training methodologies.

  • Experience working with Armenian government institutions, particularly the Ministry of Internal Affairs, is an advantage.

  • Excellent analytical, research and drafting skills, including the ability to translate complex legal and technical information into clear and practical training content.

  • Demonstrated experience in designing and delivering training-of-trainers (ToT) programmes, preferably for public-sector institutions.
  • Excellent command of Armenian and working knowledge of English.
     

Languages

  • Fluency in Armenian and English is required (oral and written).

  • Working knowledge of Russian is an advantage.
     

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
