Organizational Context and Scope
Under the overall supervision of the Chief, Global and Domestic Programmes Unit of Global Office Washington and direct supervision of the Senior Resources Management Officer (SRMO), and in close collaboration with the Regional Information and Communications Technology Officer in the Regional Office (RO) in Panama and the Department of Information and Communications Technology at Headquarters (HQ), the Information and Communications Technology (ICT) Officer will supervise and manage the ICT operations in the Global Office (GO).
Manage and coordinate the activities of the ICT Unit in the GO by ensuring that all requirements are addressed timely and accurately, with an efficient allocation of resources, and that all operations are in compliance with IOM ICT policies, standards and are in line with ICT strategy.
Ensure continuous engagement and liaison with the GO’s management, Heads of Units, and field operations for the adequate and timely provision of ICT solutions and services to satisfy operational needs, including humanitarian emergencies as necessary.
Act as the ICT Business Relationship and cybersecurity local liaison Focal Point with counterparts such as IOM programmes, global cybersecurity programme, governmental, donors, United Nations (UN) agencies, non-governmental organizations (NGOs), ICT service providers, and vendors for coordinated and adequate provision of ICT services, digital innovation, technologies and supplies. Participate in the ICT Working Group representing the GO in discussions and initiatives.
Supervise, train and equip the GO’s ICT Team to effectively implement strategic initiative, timely respond to information security incidents, and provide Tier 1 support and escalate to the relevant specialist teams/units, when needed, for immediate corrective/remedial actions.
Prepare the GO’s ICT documentation including office specific Standard Operating Procedures (SOP), Business Continuity Plan, Disaster Recovery Plans and ICT Risk record for the GO’s ICT-related services. Manage and monitor delivery and efficiency of services and redundancy in line with IOM ICT standards while ensuring that global ICT SOPs are complied with.
Conduct service improvement assessments and provide advice to GO’s management to optimize and implement ICT Infrastructure and solutions to ensure the efficient functioning of GO’s operations.
Provide specialized data-related advice to users, analyzing users’ requirements and translating these into business outcomes.
Develop, maintain and ensure all technical specifications for procurement and provision of ICT-related equipment, supplies, services; guide technical evaluations and ensure equipment and services are in line with ICT standards and policies, and are adequately managed.
Analyze and interpret user requirements related to data and provide expert advice, translating these needs into actionable business solutions and outcomes. Liaise with GO’s Supply Chain Unit to guide on proper provision of ICT-related equipment/supplies/services and propose most suitable solutions.
Supervise and manage the implementation of security and compliance controls of the IOM global cybersecurity programme and compliance to the IOM global cybersecurity and other compliances required by the donors, operational frameworks and standards with oversight of the HQ ICT Information Security Unit.

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written).
