International IDEA has a mandate to support democracy worldwide. Since its establishment in 1995, the Institute has sought to fulfil this mandate by incrementally expanding its geographic footprint. Increasing demand for the Institute´s support in countries in Europe, coupled with key developments that have highlighted the weakness of democratic institutions in some European countries, has motivated the Institute to establish a Regional Europe Programme (REP).
Through its Regional Europe Programme, the Institute provides knowledge and technical support to reform processes aimed at protecting the integrity of elections, democratic and inclusive constitution-making processes, parliamentary strengthening and combating political corruption. The Institute integrates gender, diversity and conflict sensitivity aspects across all its programmes.
International IDEA is implementing the regional project Strengthening Institutional and Civic Responses to Digital Threats in Moldova and Armenia. The project strengthens the expertise and cooperation of state institutions, civil society organisations, watchdog groups and independent media to identify, assess and respond to information manipulation and foreign interference affecting elections and democratic governance. Through needs assessments, peer learning, policy dialogue, practical training and regional exchange, it aims to reinforce information integrity, accountability and public confidence.
The Project Officer will support the implementation of International IDEA's regional project across Moldova and Armenia, ensuring timely and high-quality delivery of activities. Under the supervision of the Project Manager, s/he will contribute to planning, coordination, monitoring and reporting, stakeholder engagement and knowledge sharing.
Contributes to the implementation and coordination of all project activities according to the project documents, plans and agreed roadmaps in Moldova and Armenia;
Drafts substantive concept notes and supports the development of budgets for implementation of project activities;
Supports all aspects of event organization, including substantive, administrative and logistical elements;
Delivers thematic interventions at conferences and meetings as required. Undertakes other representational functions as delegated by the line manager;
Develops and maintains networks with key partners and stakeholders to ensure their engagement in project activities;
Facilitates and supports the engagement of consultants in the project, develops contractual documentation, and tracks the quality of deliverables, in line with International IDEA’s policies and procedures;
Monitors and provides regular updates on political and socio-economic developments in Armenia and those globally affecting Armenia and the region, to inform ongoing programme design and future potential programmatic interventions;
Collaborates closely with relevant International IDEA colleagues in Brussels and Stockholm, HQ for the successful implementation of the project activities, provides guidance to other junior colleagues;
Liaises with respective multilateral and bilateral democracy assistance actors active in Armenia, to coordinate the ongoing initiatives, ensure International IDEA’s visibility and identify areas of further support;
Supports the Monitoring and Evaluation (M&E) component of the project, ensuring adherence with International IDEA’s M&E results framework;
Supports the monitoring of the project’s budget and contributes to grant management;
Drafts monitoring and implementation reports for quarterly, annual and other reports.
Combines a good knowledge of the state of democracy and governance in Moldova and the broader region, acquired through academic studies in political science, law, social science or related fields, and the relevant work experience;
Will contribute significantly to assigned projects all along the project life cycle, i.e. from project design and funding to project assessment; will lead meetings and discussions, supervise publications and review input from external providers;
Has contributed to publications on the relevant subject; is recognized as a knowledge resource in their broad professional community;
Can work with minimal guidance and supervision;
Adds value to team-based activities in their unit; collaborates with other entities of the Institute;
Acts as a model or mentor for less experienced colleagues;
Can be expected to travel globally to any geographical area involved in their projects;
Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
Acts in accordance with International IDEA’ s core values; Respect, Integrity and Professionalism;
Integrates gender equality, diversity, and social inclusion (GEDSI) considerations into all tasks and activities, in alignment with the Institute’s Core Values and commitment to the GEDSI policy.
Programme Manager, Eastern Europe
University degree in political science, law, international relations, public administration or other related discipline;
Minimum of five (5) years of relevant experience in democracy and governance in Moldova an/or Armenia in the field of elections, political participation and representation, anti-corruption, rule of law and constitutionalism;
Demonstrated experience in results-based report writing;
Demonstrated experience in the implementation of projects in the field of democratic governance;
Experience in resource mobilization, including conceptualization and formulation of successful funding proposals and knowledge of fundraising methods.
Experience with EU-funded projects and requirements, as well as familiarity with their processes and systems is preferred.
Fluency in written and spoken Romanian is required; Advanced spoken and written English is required. Fluency in the Russian language will be considered an advantage.

Fixed term appointment until 31 August 2027.
Remuneration - MDL 65 299 GROSS per month
Please note as this is a local post, International IDEA will bear no costs relating to the relocation of the selected candidate to the duty station. This position is open to those legally authorized to live and work in Moldova for the duration of the contract. International IDEA is not able to support work permit applications.
