Every year, millions of people around the world go missing as a result of conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. This is a complex global challenge that can be tackled effectively through cross-cutting programs that address a variety of difficult, interconnected issues.

The International Commission on Missing Persons (ICMP) is a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating missing persons from conflict, human rights abuses, disasters, organized crime, migration and other causes and to assist them in doing so. Key Responsibilities

Under the overall guidance and supervision of the CSI Program Coordinator and in close cooperation with the Program Officer (CSI) and other departments (Finance, Procurement, General Services, HR) in the Ukraine office and ICMP’s headquarters, the Program Assistant’s duties and responsibilities will include, but will not necessarily be limited to, the following:

• Provide general support to ensure a smooth-running of the CSI Program.
• Provide logistical and administrative support in organizing roundtables, travel, workshops, info sessions and other program activities.

• Maintain relevant formal documents and correspondence with sub-grantees and other CSI partners.
• Assist in the administrative implementation of the program's initiatives and activities especially related to managing the small grants.

• Assist in small program-related purchases and temporary contractors.
• Coordinate with Operations and Program Support on the preparation of Special Service Contracts for venues, interpreters, contractors and follow up on the procedures.
• Other related duties as assigned.

Mandatory Requirements

• Post secondary qualification in international relations, business administration or other relevant disciplines;
• At least four (4) years of relevant professional experience in office management and preparation of events, media materials, reports and briefing papers;
• Professional fluency in written and spoken English and Ukrainian.

Other Requirements

• Knowledge of political structures, relevant governmental institutions, specialized agencies and IOs in Ukraine dealing with the rule of law, human rights and missing persons issues in particular;
• Fully proficient computer skills and use of relevant software and other applications, e.g. word processing, spreadsheets, internet, power point and experience in handling of web-based management systems, including Word, Excel, and Power Point;
  
• Ability to form and maintain relationships through teamwork;
• Consistently approaches work with energy and a positive, constructive attitude;
• Openness to change and ability to manage complexities;
• Excellent interpersonal skills, and establishing and maintaining contacts;
• Proven organizational and communication skills;
• Demonstrated capacity to undertake assigned responsibilities and work under pressure;
  
• An excellent team player, and a self-starter;
• Seeks and applies knowledge, information and best practices inside and outside ICMP;
• Tact, discretion and diplomacy;
• Willingness and ability to work and live in Ukraine under hardship conditions with limited infrastructure
• and personal privacy;
• Physical and mental resilience, with the ability to operate effectively in hostile environments;
• Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.

Benefits

This is a full-time, fixed-term position with a competitive base salary at LES4 on the ICMP Ukraine salary scale, generous paid leave, and extensive health insurance benefits for the incumbent and any eligible dependant(s). This position is not eligible for expatriate benefits and allowances.
