Based in Salalah, in Dhofar Governorate, Oman, the Technical Lead Economist – Livestock and Agri Value Chain Development is the ARISE Program's senior technical and economic authority on livestock systems, agropastoral practices, and agricultural value chains, and leads a small multidisciplinary technical team within the Program Implementation Unit (PIU) covering infrastructure investment, bioeconomy, livestock husbandry, water resource management, and green cities/SSEZs development. S/he provides technical leadership and rigorous economic analysis to ensure that ARISE Program interventions across these areas are technically sound, economically viable, and deliver measurable benefits for rural livelihoods, land restoration, and green job creation. S/he works in close coordination with and receives technical support, collaboration and guidance from the Regional ARISE Program Technical Support Team (a matrix relationship, not a reporting line), and reports to the Program Director/Chief of Party.

The Technical Lead Economist – Livestock and Agri Value Chain Development adapts and oversees technical frameworks to ensure overall technical quality and economic soundness of livestock and agri value chain interventions under the ARISE Program, S/he leads and supervises the technical officers reporting to this position, working in close collaboration with the Program Director, the wider PIU team, sub-recipients, and other stakeholders to ensure these complex. Multi-sector interventions are well-designed, evidence-based, economically viable and effectively implemented.
ENGAGEMENT
Keep abreast of technical, economic, and market developments relevant to livestock systems, agropastoralism, and agricultural value chains in Dhofar, Oman, and comparable dryland/GCC contexts, ensuring continued relevance of the Program's technical approach.
Develop and maintain technical networks and partnerships with national and regional livestock, agriculture, and value chain institutions, research bodies, and private sector actors.
Provide technical and economic leadership in the development of livestock and agri value chain related workplans, budgets, Terms of Reference, and technical documents – including relevant economic inputs to the ARISE Program's PES mechanism design (e.g., opportunity cost of conservation, willingness-to-pay, and livestock-linked ecosystem service assessments).
Guide, supervise, and mentor technical staff, consultants, and field teams engaged on livestock and agri value chain activities.
Maintain close communication with the Environment Authority (EA), the Ministry of Agriculture, Fisheries and Water Resources, and other relevant Omani authorities on technical and economic matters within this remit.
Ensure livestock and agri value chain activities implement GGGI policies, procedures, operational guidelines and standards.
Coordinate with the Regional ARISE Program Technical Support Team (RO-MENA) as a matrix/dotted-line relationship for technical support, collaboration and guidance across investment, MEL, partnerships, climate action, and sustainable landscape expertise – this is distinct from, and does not replace, the direct reporting line to the Program Director.
Coordinate closely with other ARISE Program technical leads (e.g., ecosystem restoration, PES mechanism, bioeconomy) to ensure an integrated, coherent program delivery.

DELIVERY
I. Technical & Economic Leadership
Lead the design, planning, and implementation of livestock and Agri value chain interventions under the ARISE Program's Sustainable Agropastoralism and Climate Smart Agriculture component, including piloting new interventions with a limited group of participants and leading their stepwise scale-up once results are validated.
Perform economic analyses specific to livestock and Agri value chains – including value chain analysis, market assessments, and livelihood/economic impact assessments – to inform program design and investment decisions, coordinating closely with the PES mechanism’s cost-benefit and opportunity cost work (covered by the CBA ToR) to avoid duplication of effort.
Provide technical inputs and economic expertise for the PES mechanism design including opportunity cost of conservation studies, willingness-to-pay analysis, and assessment of livestock-linked ecosystem services).
Identify and design value chain development opportunities – such as livestock product value addition, sustainable grazing and rangeland management, and market linkages – that improve rural livelihoods while reducing land degradation.
Develop technical guidelines, standards, and tools for sustainable livestock and agropastoral management appropriate to the Dhofar context.
Contribute to the analysis of selected agrifood value chains, with high interaction with relevant public, private and civil society stakeholders, including producer organizations.
Assess constraints and opportunities for investments along selected value chains, in relation to private sector engagement, markets and market institutions, existence and performance of support services, trade policies, risk management systems, agrifood logistics, food safety standards adoption and control systems, among others.
Identify and analyze agricultural investment-related policy issues and provides agribusiness related solutions.
Engage with private sector stakeholders, including upstream and downstream value chain actors, such as small and medium enterprises (SMEs), farmers and their organizations, agribusiness companies, agro-industries and their associations, to strengthen and validate recommended investment and policy options.
Contribute to the development of knowledge products, including analytical work and practical tools, related to agribusiness, marketing and value chain development.
Develop public-private platforms and designs strategies to strengthen the enabling environment for scaling up investments along the value chain.
II. Program Implementation Support
Oversee detailed work plans, budgets, and M&E frameworks for livestock and agri value chain activities while quality-assuring deliverables from consultants and technical staff.
Monitor the technical and economic performance of interventions against ARISE Program indicators and targets, flagging risks and proposing corrective measures, and drafting donor/government reports.
Travel frequently to the field to ensure technical oversight of the quality and quantity of deliverables.
III. Partnerships & Stakeholder Engagement
Build and maintain relationships with pastoralist and agropastoral communities, cooperatives, and community-based organizations.
Engage private sector actors – buyers, processors, off-takers, and investors – to strengthen livestock and agri value chains and identify opportunities for investment and scale-up.
Represent the ARISE Program's technical positions on livestock and agri value chain matters in relevant technical working groups, workshops, and forums.
Support resource mobilization by identifying and developing bankable livestock and agri value chain investment concepts.
IV. Team Collaboration and Management
Manage and supervise the multidisciplinary PIU technical team (infrastructure, bioeconomy, livestock husbandry, water resources, and green cities) while collaborating closely with the Chief of Party, PIU members, and regional matrix teams (RO-MENA) to ensure integrated program delivery.
Oversee performance management cycles, recruitment, and professional mentorship for direct reports, national counterparts, and field staff to build lasting technical capacity and uphold GGGI organizational values.
REQUIREMENTS (ONLY RECRUITMENT PURPOSE)
Qualifications
Master's degree or equivalent in agricultural economics, livestock/animal science, natural resource economics, development economics, or related field.
At least 8-10 years of progressively responsible experience in livestock systems, agropastoral development, agricultural value chains, and/or rural/agricultural economics, including technical leadership roles.
Demonstrated experience supervising or leading multidisciplinary technical teams, ideally including staff working across areas such as infrastructure, natural resource management, or rural livelihoods, given this position's responsibility for a small technical team spanning several disciplines.
Demonstrated experience conducting economic analyses (value chain analysis, cost-benefit analysis, market assessments, willingness-to-pay or opportunity cost studies) in agriculture, livestock, or natural resource management contexts.
Experience designing and implementing livestock or agropastoral development programs, ideally in dryland/arid, Middle East/GCC, or other comparable ecological contexts.
Experience engaging private sector actors, cooperatives, and value chain stakeholders (processors, buyers, input suppliers).
Experience working with government institutions on agricultural or livestock policy, extension services, or sector development.
Familiarity with Payment for Ecosystem Services (PES), sustainable rangeland management, or climate-smart agriculture approaches is highly desirable, given close linkages with the ARISE Program's parallel PES mechanism design work.
Fluency in Arabic is an asset for this role and is highly desirable.
Ability to travel within Dhofar Governorate and nationally as required.
Experience in MENA/Sultanate of Oman is a plus.

WORKING CONDITIONS
GGGI provides 27 days of annual leave, flexible work arrangements, and contributions towards private health insurance that covers dental and vision. The appointment is for 24 months, renewable, subject to satisfactory performance and budget availability.
