The Global Green Growth Institute (GGGI) is developing, in partnership with the European Commission, a proposal for the Global Gateway Climate Investment Facility. The proposed four-year, EUR 10 million Facility would provide flexible, demand-driven technical assistance to EU partner countries to accelerate implementation of Nationally Determined Contributions (NDCs) by transforming climate commitments into investment-ready opportunities and financed implementation pathways. The proposed Facility would operate through an integrated Policy–Project–Finance model, supporting enabling policy and institutional frameworks, project preparation and investment structuring, and climate finance and investment mobilization. It is expected to support up to 15 partner countries and contribute to mobilizing at least EUR 1 billion in NDC- and Global Gateway-aligned investment, including at least EUR 750 million in private capital.

This position is being prepared in anticipation of implementation of the proposed Facility. The proposal remains under development and no employment commitment arises from this Job Description. Recruitment and appointment to the position will be conditional on signature and entry into force of the Contribution Agreement between GGGI and the European Commission, confirmation of the approved project structure and budget, and completion of GGGI recruitment procedures.

POSITION SUMMARY

The Manager will provide overall leadership, strategic direction, portfolio management and coordination for the proposed Facility. The Manager will lead development and implementation of a global pipeline of policy, project preparation and financing interventions; serve as the principal day-to-day interface with DG INTPA, EU Delegations, partner-country governments and the Facility Steering Committee; and ensure that approved interventions are delivered to high technical, fiduciary and results standards. The role will combine program leadership, investment origination, sustainable finance expertise, stakeholder management, resource allocation, quality assurance and donor reporting across a geographically and technically diverse portfolio.

PURPOSE

• Lead the establishment and overall management of the Global Gateway Climate Investment Facility.
• Provide strategic leadership for a global, demand-driven portfolio of technical assistance interventions supporting NDC implementation, Global Gateway priorities, and the mobilization of public and private investment.
• Lead the identification, prioritization, design, and development of Facility interventions across the Policy–Project–Finance continuum, ensuring that support addresses material barriers to investment and implementation.
• Oversee the development of Project Information Notes (PINs) and maintain a high-quality pipeline of interventions and investment opportunities for consideration by the Facility Steering Committee.
• Drive the Facility’s contribution toward its proposed investment mobilization, project advancement, policy, institutional, and partnership targets, with particular attention to mobilizing private capital and creating opportunities for European participation.
• Ensure coherence across the Project Management Unit, Project Support Unit, Project Technical Unit, GGGI country and regional teams, global technical specialists, and external service providers involved in Facility delivery.
• Provide technical and managerial leadership on complex climate investment issues, including sustainable finance, project preparation, transaction structuring, adaptation finance, public investment management, blended finance, and carbon finance.

ENGAGEMENT

• Serve as the principal GGGI counterpart for the European Commission on the Facility and maintain regular strategic and operational engagement with DG INTPA.
• Support the establishment and effective functioning of the Facility Steering Committee and present proposed interventions, portfolio updates, implementation progress, risks, and matters requiring strategic guidance or decision.
• Build and maintain strong working relationships with EU Delegations to identify country priorities, develop Facility pipelines, coordinate interventions, and ensure alignment with Global Gateway priorities and relevant EU initiatives.
• Engage senior government counterparts, including ministries of finance, planning authorities, sector ministries, regulators, national development banks, utilities, and other public institutions, to identify and advance high-impact opportunities for Facility support.
• Develop partnerships with European and international financial institutions, investors, companies, technology providers, engineering firms, advisory firms, development partners, and other relevant private-sector actors to advance investment opportunities and mobilize finance.
• Coordinate closely with GGGI regional and country teams, Sustainable Finance and other technical functions, and corporate support teams to mobilize expertise, maintain organizational alignment, and ensure effective implementation across the Facility portfolio.
• Represent the Facility in relevant external meetings, investment dialogues, technical forums, market-engagement activities, and other strategic platforms, communicating its objectives, pipeline, results, and opportunities for partnership.

DELIVERY

• Leadpreparation and implementation of the Facility’s annual work plans, budgets, portfolio priorities, operational procedures, and resource-allocation decisions, subject to the governance arrangements established under the Contribution Agreement.
• Manage the end-to-end Facility pipeline, from country assessment and opportunity identification through technical scoping, PIN preparation, Steering Committee approval, implementation, monitoring, and completion.
• Ensure timely and high-quality delivery of approved interventions across policy and institutional reform, project preparation and investment structuring, climate finance, sustainable finance, carbon finance, and investment mobilization.
• Oversee allocation and deployment of Facility resources, including staff, consultants, framework agreements, technical service providers, and specialized expertise, ensuring value for money and compliance with GGGI and European Commission requirements.
• Establish and apply effective portfolio-management and quality-assurance processes to monitor implementation progress, budgets, risks, delivery milestones, technical quality, and achievement of expected results across multiple countries and interventions.
• Oversee monitoring, verification, and reporting of Facility results, including investment mobilization, project advancement, policy and institutional outcomes, stakeholder engagement, and other indicators established in the logical framework and Contribution Agreement.
• Ensure timely preparation of donor reports, Facility Steering Committee materials, management updates, and other required deliverables, while proactively identifying implementation risks, resolving delivery bottlenecks, and recommending corrective action.

REQUIREMENTS

QUALIFICATIONS

• Master's degree in Economics, International Affairs, Public Policy, Environmental Management, or a related field.
• Preferably 10 years of professional experience in project management, sustainable finance, climate policy, carbon markets.
• At least 5 years of international work experience implementing and delivering projects in climate, green growth and/or sustainable finance, including substantive responsibility for project delivery across multiple countries or in collaboration with international partners and stakeholders.
• Demonstrated experience managing multiple multi-country, donor-funded projects, including budget, grant, and consultant management.
• Demonstrated experience designing new, complex programs of work, from origination to delivery.
• Fluency in both English is required; fluency in Franch and/or Spanish is a strong asset.
• Familiarity with GGGI mission, systems and processes is an advantage.
