INTRODUCTION TO GGGI

The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page.

GGGI supports the Government of Indonesia (GoI) under the joint GoI-GGGI Green Indonesia Future Initiative (GIFT) Program. The program focuses on transforming Indonesia’s natural capital into green jobs and productivity. The program will address key areas such as green energy, sustainable landscapes, investment and financial markets, and cities and green industry.

REDI4JET (Redirecting Investments for an Inclusive, Just Energy Transition) is a five-year project (2026–2030), funded by International Climate Initiative (IKI) under German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN). REDI4JET is implemented by GGGI as consortium lead, with PCR (Perspectives Climate Research) and Yayasan Climate Policy Initiative (CPI), as the consortium members. Specifically for Output IV, the project supports Indonesia's just energy transition by strengthening the enabling environment for carbon market participation, building capacity across public and private sector actors, and developing carbon market project pipelines aligned with Indonesia’s NDC objectives.

Output IV — Carbon Market Support for Just Energy Transition Implementation — is implemented by GGGI Indonesia Country Office and the Carbon Finance Department (CFD) in Seoul, South Korea headquarters. Output IV comprises three big activities that will be implemented within project implementation period:

• Activity 1: Policy recommendations for leveraging carbon markets — national and international, voluntary and Article 6 — to advance Just Energy Transition (JET) and NDC goals. This includes an Article 6 Regulatory Assessment, a Voluntary Carbon Market (VCM) Assessment, and policy recommendations guiding the Government of Indonesia on which policies will best leverage carbon markets for JET implementation.
• Activity 2: Identification and development of carbon market projects aligned with energy transition — including a longlist and shortlist of candidate mitigation activities and the preparation of two full Mitigation Activity Design Documents (MADDs).
• Activity 3: Design and implementation of a training program for private sector carbon project developers and validation and verification bodies (VVBs) — including a capacity gap analysis, a six-module training curriculum, and at least two training workshops over the project lifecycle.

The key milestones for Output IV include:

1. Milestone IV.1 — public and private sector training plan designed for Indonesia (Q4 2026);
2. Milestone IV.2 — two mitigation activities prioritized for MADD development (Q4 2027);
3. Milestone IV.3 — two MADDs developed and accepted by the Government of Indonesia for review (Q2 2029); and
4. Milestone IV.4 — policy recommendations delivered (Q2 2030).

The objective of this assignment is to support the project implementation under Output IV, particularly for key stakeholders engagement, including government and private sector, as well as support Article 6 policy design aligned to national environmental and energy transition policy. The consultant brings deep knowledge of Indonesia's government landscape, ministry relationships, regulatory environment, and the political economy of carbon pricing to bear on Output IV's policy and engagement objectives.

To achieve the project objectives, the National Policy Consultant will fulfil the following responsibilities and deliver the associated outputs as defined in Annex I.

The consultant serves as GGGI’s expert particularly in facilitating the engagement with policy makers and key stakeholders in Indonesia. The expert will provide strategic input and advisory on carbon market policies, Article 6 of the Paris Agreement, ITMOs transaction frameworks, voluntary carbon markets (VCM), and carbon market project development across all three Outputs IV activities. The consultant will be the PIC for policy facilitation and government endorsement, in close coordination with the Country Project team.

Reporting. The consultant will report to REDI4JET Program Manager and will receive technical guidance and oversight from GGGI Output IV technical team leads: the International Carbon Expert and National Carbon Specialist.

Working arrangements. Based in Jakarta, Indonesia, and embedded in the Indonesia Country Office. The consultant ensures that Output IV deliverables are policy-relevant, government-endorsed, and aligned with Indonesia's national environmental and energy transition priorities.

Component 1: Government Relations & Stakeholder Engagement

• Manage and maintain relationships with the Coordinating Ministry for Economic Affairs (CMEA) as project’s main counterparts, the Ministry of Environment (KLH), the Ministry of Energy and Mineral Resources (MEMR), the Ministry of Finance (MoF), National Development and Planning Agency (Bappenas), and other relevant government’s stakeholders.
• In close coordination with the Country Team, as Person in Charge (PIC) to do coordination and facilitation of all government stakeholder consultations and validation workshops, and policy dialogues, ensuring high-level participation and the buy-in necessary for policy promotion and adoption.
• Work jointly with the National Consultant on Carbon Markets to translate carbon market technical concepts into accessible policy language for government counterparts; advise the Carbon Markets Officer on government positions, policy sensitivities, and institutional dynamics relevant to carbon market design in Indonesia.
• During the inception report, as PIC for the development of the Stakeholder Mapping and Government Engagement Strategy (D1, Annex I) in close consultation with the Project Manager, International Carbon Officer, the National Consultant on Carbon Markets, National Carbon Specialist, and the Junior Carbon Consultant.

Component 2: Carbon Market Technical Outputs (Activity 1)

• Provide Indonesia’s regulatory context inputs to the Article 6 Regulatory Assessment (D5, Annex I); advise on the political economy of carbon pricing; serve as second reviewer in the B.7 sign-off chain after the National Consultant on Carbon Markets's technical sign-off.
• Provide Indonesia policy landscape inputs to the VCM Assessment Report (D7, Annex I); serve as second reviewer in the C.7 sign-off chain after the National Consultant on Carbon Markets's technical sign-off.
• Provide expert policy inputs to the Policy Recommendations grounded in Indonesia's regulatory environment; advise on political feasibility and institutional pathways for carbon market policy adoption.
• Provide government engagement and endorsement facilitation support for the Final Consolidated Recommendations Report.

Component 3: Training & Capacity Building

• Support the facilitation of government stakeholder consultations to identify capacity gaps and training priorities for the public sector, validated with CMEA (D2, Annex I).
• Lead the development of the Workshop 1 Cycle 1 concept note, government participant outreach and selection, and coordination of all logistics and government protocol for Workshop 1 Cycle 1 — Article 6 & NDC Alignment (D3, Annex I).
• Lead facilitation of Government Training Workshop 1 Cycle 1, ensuring senior-level participation from CMEA, KLHK, MEMR, MoF and Bappenas; prepare post-workshop facilitation report documenting key outcomes, government feedback and follow-up actions (D4, Annex I).
• Leverage existing government and industry networks to support the capacity gap survey deployment and bilateral interviews with private sector carbon market actors (D8, Annex I).
• Lead private sector outreach, screening and selection of participants (carbon project developers and VVBs) for Activity 3 Workshop 1 — Carbon Market Foundations & Article 6, Modules 1–2 (D9, Annex I).
• Provide facilitation support for Activity 3 Workshop 1 and prepare post-workshop report documenting participant engagement, key outcomes and recommendations for subsequent modules (D10, Annex I).

Component 5: In country Coordination & Logistics (WP IV Government Coordination Role)

• Coordinate and manage all government-facing scheduling, meeting protocols, and stakeholder engagement logistics for WP IV activities in Indonesia, in close coordination with the Indonesia Country Office Project Manager.
• In close coordination with the Country Team, serve as the primary liaison between government counterparts and the output IV team — including the Carbon Markets Officer (Seoul), the National Consultant on Carbon Markets— ensuring government expectations and priorities are reflected in WP IV outputs.
• Review technical outputs to ensure policy relevance, alignment with Indonesia's regulatory framework, and practical implementability after technical sign-off by the National Consultant on Carbon Markets.
• Following this review, the deliverables shall be submitted to the GGGI Technical Team for final technical review. The consultant is not authorized to independently approve project deliverables.
• Facilitate government counterpart validation at key deliverable sign-off points (B.7, C.7) as directed by the Carbon Markets Officer.
• Prepare and submit the Inception Phase WP IV Coordination Report (D11, Annex I).

Reporting Requirements:

The National Policy Consultant operates under a dual reporting arrangement:

• Technical guidance and oversight —All deliverables must be reviewed and approved in writing by the Carbon Specialist and Carbon Market Officer from the GGGI Output IV technical leads, prior to invoice submission. The GGGI Output IV technical leads provide technical strategic direction, technical guidance, deliverable review, orientation, and oversight.
• Direct supervision — Program Manager, Indonesia Country Office, GGGI. Provides strategic direction beyond technical day-to-day coordination and all final approval including deliverables, payment, and administrative matters. Government protocol are managed in close coordination with the Program Manager.
• Probation period. The consultancy shall be subject to a probationary period of three (3) months. Upon completion of the probationary period, GGGI may, at its sole discretion, elect to continue the contract for the remaining contract duration or to terminate the contract. GGGI reserves the right to shorten, extend, or waive the probationary period, as deemed necessary.

The consultant works in close coordination with the following Output IV counterparts:

• Technical Team Lead, the Carbon Market Officer in GGGI HQ Seoul, South Korea and National Carbon Specialist in GGGI Indonesia Country Office
• Carbon Consultant (Indonesia-based): technical counterpart for all Activity 1–3 outputs. The Carbon Consultant leads on technical carbon market content; the National Policy Consultant leads on policy facilitation and government engagement. Functions are complementary and non-overlapping.
• Junior Consultant (Seoul HQ): coordination and research support counterpart; liaises between Seoul HQ and the Indonesia Country Team.
• Co-Implementing Partner: principal technical delivery partner; the consultant coordinates on government-facing deliverables and stakeholder engagement in workshops.
  
• Legal Consultant: cross-cutting legal reviewer; the Carbon Consultant coordinates with the Legal Consultant on regulatory and statutory dimensions of Activity 1 outputs.

The consultant does not hold management or supervisory responsibilities over other WP IV consultants or staff. Performance will be assessed by the GGGI Technical Team against the deliverable schedule defined in Annex I.

The Consultant will be paid fees for 216 working days at a rate of USD 228 per day (based on a day of 8 hours) for those days during the Term when the Consultant provides the Services.

Monthly payments will be calculated based on the actual number of days worked by the Consultant during the respective month.

The consultant should meet the following requirements:

Essential

• Advanced degree (Master's or higher) in public policy, environmental governance, law, international relations, economics, or a related field.
• Minimum 5 years (preferably 7 or above) of professional experience in public policy, government engagement, or environmental governance in Indonesia, with a track record of working directly with or within Indonesian ministries.

Deep knowledge of Indonesia's environmental and climate policy landscape, including the regulatory framework governing carbon markets, NDC implementation, energy transition, and relevant national legislation.

• Proven ability to engage at senior levels within CMEA, MoE, MEMR, MoF, or Bappenas.
• Experience facilitating multi-stakeholder policy dialogues, government consultations, and validation workshops in the Indonesian context.
• Excellent written and verbal communication skills in both Bahasa Indonesia and English.

Desirable

• Prior experience as a government official or senior advisor in Indonesia's environment, climate, or energy sector.
• Familiarity with Article 6 of the Paris Agreement, voluntary carbon markets, or carbon pricing instrument design.
• Prior engagement with international organizations, multilateral development banks, or climate finance initiatives operating in Indonesia.
• Experience working on IKI-funded or similar German development cooperation projects in Indonesia.
• Existing relationships with senior officials in CMEA, MoE, MEMR, MoF, or Bappenas relevant to carbon pricing and energy transition.
