Sustainable and innovative finance is a core area of GGGI's work. GGGI supports governments and financial institutions to strengthen sustainable finance frameworks, develop investment pipelines, structure financial instruments and access domestic and international capital markets.

The Green Coupon Subsidy Facility (GCSF) is a large-scale sustainable finance facility designed to reduce the cost of capital for eligible green and sustainability bond issuers in developing and emerging economies. The Facility will provide time-bound coupon subsidies associated with qualifying thematic bond issuances, with a particular focus on sovereign, sub-sovereign and other eligible issuers facing high financing costs.

The GCSF is expected to manage substantial grant resources and support multiple bond transactions over its implementation period. Its financial architecture requires robust controls covering grant commitments, subsidy calculations and payments, cash management, financial forecasting, donor reporting, transaction-level accounting, reconciliation, audit and compliance with both GGGI and donor requirements.

The Facility will be implemented through a dedicated Facility Management Unit and Transaction Management Unit, working closely with GGGI's Finance, Legal, Procurement and other corporate functions.

POSITION SUMMARY

The Grants and Finance Senior Associate will support the effective financial and grants management of the Green Coupon Subsidy Facility.

Working closely with the Facility Manager and other members of the Facility Management Unit, the Senior Associate will be responsible for the day-to-day financial administration of the Facility, including budgeting, financial monitoring and forecasting, grant and subsidy payment administration, financial reporting, reconciliation, cash-flow monitoring and audit support.

The position will also maintain the financial records associated with individual GCSF-supported transactions and help ensure that commitments and disbursements are made only after applicable conditions and internal approvals have been satisfied.

Given the scale, duration and financial nature of the Facility, the position requires a high degree of accuracy, financial discipline and ability to manage multiple transactions and reporting requirements simultaneously.

PURPOSE

The Grants and Finance Senior Associate will:

  • Support sound financial and grants management of the GCSF in accordance with GGGI policies, the Contribution Agreement and other applicable donor requirements.
  • Maintain accurate financial records of Facility resources, commitments, expenditures, subsidy obligations and payments.
  • Support the administration and financial monitoring of grant and subsidy agreements associated with individual GCSF transactions.
  • Prepare and regularly update Facility budgets, cash-flow forecasts, expenditure projections and financial reports.
  • Monitor the availability and allocation of funds across Facility operations and individual transactions.
  • Support the calculation, verification and processing of coupon subsidy payments in accordance with approved transaction terms and applicable conditions.
  • Maintain appropriate documentation and audit trails supporting financial commitments and disbursements.
  • Support donor financial reporting, audits, financial reviews and other assurance requirements.
  • Ensure accurate and timely recording of financial information in GGGI's Enterprise Resource Planning (ERP) and other relevant systems.
  • Support value-for-money, financial control and efficient use of Facility resources.

ENGAGEMENT

The Grants and Finance Senior Associate will:

  • Work closely with the Facility Manager on overall Facility budgeting, financial planning, reporting, cash management and financial controls.
  • Coordinate closely with the Transaction Management Unit, including the Capital Markets Senior Officer and other transaction staff, to maintain accurate financial information for each supported bond transaction.
  • Liaise with GGGI Finance, Legal, Procurement and other corporate functions on financial transactions, payments, banking, accounting, audit and compliance requirements.
  • Support financial aspects of grant and subsidy agreements with participating issuers and other beneficiaries.
  • Liaise with the donor and relevant implementing partners on routine financial reporting and financial information, under the direction of the Facility Manager.
  • Work with banks and relevant internal functions on Facility accounts, transfers, reconciliations and other operational banking matters.
  • Assist staff and consultants working under the Facility in understanding and complying with applicable financial procedures, systems and documentation requirements.
  • Maintain effective working relationships with internal and external auditors and provide requested supporting documentation.

DELIVERY
  • Develop, maintain and monitor the GCSF budget, financial plans, cash-flow forecasts and expenditure projections, including regular budget-versus-actual analysis.
  • Maintain accurate financial records for GCSF-supported transactions, including subsidy commitments, payment schedules, disbursements, outstanding obligations and available balances.
  • Support the financial administration of subsidy and grant agreements, including verification of payment calculations, supporting documentation and applicable conditions prior to disbursement.
  • Process and track Facility payments and ensure accurate recording and reconciliation across GGGI’s ERP, bank accounts and transaction-level financial records.
  • Monitor funds received, committed and disbursed under the Facility, including interest income, foreign-exchange movements and other relevant financial adjustments.
  • Prepare monthly, quarterly, annual and ad hoc financial reports for the Facility Manager, GGGI management and the donor, including financial inputs to governance and donor reporting.
  • Support audits, expenditure verification and other assurance activities, maintaining complete supporting documentation and a clear audit trail for all material financial transactions.
  • Review timesheets, personnel-cost allocations, procurement commitments and other costs charged to the Facility to ensure consistency with approved budgets and applicable rules.
  • Support budget revisions, financial forecasts and related requests for internal or donor approval, where required.
  • Develop and maintain fit-for-purpose financial management tools, procedures and controls and contribute to continuous improvement of Facility financial processes.

REQUIREMENTS
QUALIFICATIONS
  • A Bachelor's degree in finance, accounting, business administration, economics, public financial management or a related field. A relevant postgraduate qualification or professional accounting qualification would be an advantage.
  • Preferably at least 5 years of relevant professional experience in financial management, grants management, accounting, project finance or related functions.
  • Demonstrated experience managing budgets and financial reporting for large projects, programs or facilities.
  • Experience with donor-funded programs, international organizations, development finance institutions or comparable institutions is highly desirable.
  • Experience administering grants, financial agreements or other multi-year financial commitments is highly desirable.
  • Experience with GGGY systems and processes is an advantage.
  • Strong knowledge of budgeting, forecasting, financial reconciliation and financial controls.
  • Experience using enterprise resource planning systems or comparable financial management systems is required; experience with ERP platforms used by international organizations is an advantage.
  • Fluency in written and spoken English is required. Knowledge of additional languages relevant to GGGI operations would be an advantage.

WORKING CONDITIONS

The Grants and Finance Senior Associate is a National Position at G7 grade level in GGGI’s national salary scale. The base salary will be determined depending on qualifications and experience. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
