  1. Job Summary

 

Action Against Hunger seeks a Finance, Subgrants, and Administration Lead for the recently awarded community-led adolescent health and nutrition program funded by the World Bank GFF x CIVIC Platform.

Position Duration: This is a grant-funded, fixed-term position expected to continue through June 2028.

 

The GFF x CIVIC Platform is a partnership between the Global Financing Facility (GFF) and the World Bank’s CIVIC: The Civil Society and Social Innovation Alliance. This partnership has been
formed to further strengthen the role of civil society and youth-led organizations (CSOs and YLOs) in advancing health and nutrition outcomes for women, children, and adolescents.

 

Pillar 2: Scaling Community-Led Solutions for Adolescent Health and Nutrition enables youth and civil society groups to engage effectively in the development and scale-up of effective programs to improve access, equity, and outcomes in adolescent health services. This pillar empowers youth and civil society organizations to shape and scale innovative, community-driven solutions that improve adolescent health and nutrition. Rather than funding direct service delivery, it enables CSOs and YLOs to participate meaningfully in the design, evaluation, financing, and policy integration of effective adolescent health programs, ensuring sustainability and systems change.

 

The Finance, Subgrants, and Administration Lead will oversee all financial, operational, and subgrant management functions to ensure strong oversight, compliance, and partner support across the project. Reporting to the Project Director and supporting both ACF and TYC Country Program Teams, they will manage systems for compliant financial management, efficient subgrant administration, and timely reporting. They will work closely with local CSOs and YLOs, ACF HQ finance teams, the World Bank, and technical experts to build partner capacity and maintain clear, accountable financial operations throughout the project.

  1. Essential Job Duties
  • Oversee subgrants to local CSOs and YLOs, including due diligence, financial monitoring, compliance oversight, and capacity strengthening. Responsibilities also include human resources, logistics, procurement, sub-contracts or sub-awards, and accounting/finance.
  • Establish and enforce internal control measures for effective subgrant management; conduct internal financial audits of sub-awardees; and coordinate external financial audits as required.
  • Ensure full compliance with World Bank financial rules/regulations, as well as Action Against Hunger’s internal processes, particularly as they relate to subgranting and partner management.
  • Prepare budgets for annual work plans, consolidate sub-awardee budgets, and produce accurate financial reports for the World Bank.
  • Provide overall financial oversight of the project budget, including monitoring sub-awardee burn rates, financial performance, and compliance throughout the life of the project.
  • Collaborate closely with Action Against Hunger Headquarters financial officers by providing accurate and timely financial data, including updates on subgrant expenditures and compliance status.
  • Strengthen the financial management capacity of project staff and all sub-awardees (CSOs and YLOs), including training on budgeting, reporting, compliance, and internal controls.
  • Ensure accurate tracking and recording of all project and subgrant expenditures, and validate financial reports submitted by local partners.
  • Guide and assist accountants and program staff in preparing, revising, and monitoring budgets for ongoing activities, ensuring alignment with subgrant agreements and project objectives.
  • Manage all financial operations and reporting for the project, with a particular emphasis on providing guidance and technical support on subgrant financial management to both internal staff and local partners.

 

  1. Required Qualifications
  • Bachelor’s degree in business administration, finance or a related field in international business management, finance, accounting and/or auditing experience. 
  • At least seven (7) years of progressively responsible experience in accounting, auditing, finance, or business management with a recognized organization, preferably for World Bank. 

 

  1. Required Skills & Experience
  • Progressively responsible experience supervising project operations, including human resources, procurement, and sub-contracts or sub-awards. 
  • Demonstrated ability to develop and manage large budgets, and in-depth knowledge of accounting principles. 
  • Prior experience in a management role on a World Bank funded program highly desired. 
  • Demonstrated experience managing staff. 
  • Demonstrated experience coordinating and collaborating with various stakeholders and grant awardees. 
  • Advanced knowledge of computers and MS Excel. 
  • Excellent oral and written communication skills in English 
  • Familiarity with GFF frameworks, adolescent health, and reproductive health programs is highly desirable.
  • Experience with major donor regulations and reporting procedures and systems are preferred.
  • Excellent oral and written communication skills, with fluency in English is required. Proficiency in French preferred.
