POSITION SUMMARY
The Gender Equality and Social Inclusion (GESI) Associate will bring a strong energy sector technical background to support the implementation of “Decarbonizing Indonesia through Biogas,” supporting the project team in embedding GESI across both the Technical Cooperation (TC) and Financial Cooperation (FC) components of the project.
Reporting to the Project Manager, and working closely with GGGI's Indonesia GESI Sr Officer as well as regional and/or global GESI experts, s/he will connect technical understanding of biogas/biomethane production, feedstock supply chains, and renewable energy project development with the project's social inclusion objectives, ensuring GESI considerations are grounded in the realities of how the technology, feedstock supply, and guarantee facility actually operate, rather than treated as a parallel workstream. S/he will work closely with GGGI's HQ GESI and Safeguards specialists’ team, to support the development and implementation of the project's GESI Assessment and Action Plan, ensure compliance with the Donor Safeguards Policy and Exclusion Criteria and GGGI’s Environmental and Social Safeguards Policy, and help design mechanisms that extend the benefits of the guarantee facility to women and community-led micro, small and medium enterprises (MSMEs) involved in feedstock collection.
S/he will also support GESI-related monitoring, reporting and capacity-building activities, including GESI training for the Biogas Guarantee Facility (BGF) fund manager, and will contribute to the project's safeguard screening processes for sub-borrowers financed through the guarantee facility. As part of the Energy team, S/he may also be called on to support broader energy-sector technical inputs and analysis for the team's wider portfolio in Indonesia, as capacity allows.

PURPOSE
The primary objective of this position is to ensure GESI principles and Environmental and Social Safeguards are systematically integrated across the project's technical and financial components, from policy design through to guarantee facility implementation, grounded in a practical, technically informed understanding of the energy sector rather than a purely social-science lens. The role is critical in ensuring that biogas to biomethane investment benefits is broadly shared, including with women and community-based feedstock suppliers, and that the project's safeguard and exclusion criteria obligations are consistently met. By supporting GESI Assessment and Action Plan development, safeguards screening, and capacity-building, the position contributes to the overall success of GGGI's mission and the project's public-benefit objectives in Indonesia.

PROJECT INTRODUCTION
Based in Seoul, Republic of Korea, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies and green investment projects that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
Currently, GGGI supports the Government of Indonesia (GoI) under the joint GoI-GGGI Green Indonesia Future Initiative Program (GIFT, “the Program”). The Program aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with the Ministry of Development Planning (BAPPENAS) as program host, the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of Environment, Ministry of Forestry, PT Sarana Multi Infrastruktur (“PT SMI”) , Indonesia Environment Fund (IEF), and others.
The "Decarbonizing Indonesia through Biogas" is financed by the Mitigation Action Facility (MAF) with the expected duration from October 2026 to October 2031. The project's intervention strategy is designed as a cohesive and phased approach, integrating Financial Cooperation (FC) and Technical Cooperation (TC) components to achieve its two primary outcomes: scalable climate finance for biomethane (Outcome 1) and the transformational development of the inclusive biomethane market (Outcome 2). This integrated strategy is critical for addressing the identified market, financial, regulatory, and behavioral barriers, ensuring sustainable and scalable deployment of biomethane technologies.
The project has the objective of:
Phase 1 (12 months and 1 month decision period): to operationalize and validate the BGF by establishing its governance, operational manuals, risk management systems, regulatory compliance and institutional coordination between the financial and technical components. It also aims to strengthen market readiness through capacity building, pipeline development and engagement with financial institutions and off-takers. Public benefits in this phase include building national institutional capacity to manage climate finance instruments, reducing systemic investment barriers, strengthening regulatory frameworks and creating the foundation for sustained methane emission reductions as well as green jobs creation.
Phase 2 (48 months): to scale up guarantee deployment and mobilize significant private sector financing for biogas to bio-CNG/biomethane projects, leading to measurable emission reductions and sector transformation. In this phase, the BGF is expected to operate at scale, crowd in commercial capital and support a growing pipeline of bankable projects. Public benefits include large-scale GHG mitigation, reduced reliance on fossil fuels, improved waste management in the palm oil sector, strengthened domestic financial markets for renewable energy as well as broader socio-economic co-benefits such as employment generation and inclusive participation in the green economy.
