Job Summary:

The Senior Technical Advisor (STA), workforce optimization provides technical leadership and support for health supply chain workforce development. This position is responsible for ensuring workforce development and capacity-building activities are planned, coordinated, and implemented effectively to strengthen the competencies of health supply chain professionals.

The role includes supporting the development and implementation of workforce development strategies, capacity-building plans, and institutional strengthening initiatives in collaboration with the Ministry of Health, PO-RALG, MSD, and other relevant stakeholders

The Advisor promotes the appropriate use of electronic technologies and innovative learning approaches to strengthen supply chain competencies. The position provides technical guidance on content development and use of an e-learning platform and electronic tools to support multimedia learning approaches in delivering health supply chain related topics based on recognized standards and best practices.

The Senior Technical Advisor (STA), Workforce Optimization provides technical leadership and support for health supply chain workforce development. The role supports the development and implementation of workforce development strategies, capacity-building plans, and institutional strengthening initiatives in collaboration with the Ministry of Health, PO-RALG, MSD, and other relevant stakeholders. The position is responsible for ensuring well-coordinated and effective implementation of these strategies to strengthen the competencies and performance of health supply chain professionals.

The Advisor promotes the effective use of digital technologies and innovative learning approaches to strengthen health supply chain competencies. This includes providing technical guidance on the development, adaptation, and delivery of learning content through e-learning platforms and other digital tools, while leveraging multimedia approaches to enhance learning, engagement, and knowledge retention. The position ensures that training content, methodologies, and delivery approaches are aligned with recognized standards, evidence-based practices, and emerging best practices in health supply chain workforce development.

The STA will work closely with the Government of Tanzania (GOT) and other key stakeholders including the MOH (Tanzania Mainland and Zanzibar), PMO - RALG, MSD, Pharmacy Council, Health Laboratory Practitioners Council, e- Government Authority (eGA), Higher Learning Institutions, COSTECH, implementing partners, RHMTs/CHMTs to support cost- effective and sustainable training approaches to strengthening the health supply chain workforce.

Accountabilities:

  • Provides technical leadership for the development, adaptation, and implementation of health supply chain e-learning modules.
  • Responsible for designing and implementing capacity building activities for health in supply chain workforce and overseeing the overall quality of implementation of the activities.
  • Routinely convene identified stakeholders to present progress on development, and key actions needed from each stakeholder.
  • Routinely monitor the status of implementation of e-learning activities in the FHI 360 workplan, identifying and addressing obstacles to implementation.
  • Coordinate and facilitate the development of new health supply chain e-learning modules.
  • Collaborate with Government of Tanzania (GOT) and key stakeholders to identify priority learners and support assess learning needs and promote effective use of the e-learning platform.
  • Use software to develop and/or update eLearning training content.
  • Build the capacity of staff and stakeholders on the use of the eLearning training content development software.
  • Monitor utilization and performance of eLearning modules and facilitate updates as needed.
  • Lead the evaluation of the use (reach), effectiveness of the fully developed and uploaded eLearning modules for health supply chain as well as assess outcomes of health supply chain interventions.
  • Work with other FHI 360 staff to help identify resources and/or performance improvement needs to advance the goal of commodity security.
  • Provide inputs to the operations team to budget for workforce optimization activities including meetings, training, and other activities.
  • Serve as a technical resource on supply chain improvement strategies and approaches related to capacity building.
  • Ensure that all up-to-date versions of training materials and other supporting documents are available.
  • Ensure all materials and other supporting documents related to the specified technical support are available on the project’s shared drive.
  • Prepare presentations, participate and/or represent the project in stakeholders’ meetings
  • Perform other duties as assigned.

Applied Knowledge & Skills:

  • Strong knowledge of e-learning systems and a detailed understanding of learning agenda, personnel development planning, and transferable skills training
  • Demonstrated knowledge of the management and administration of e-learning platforms (e.g. Moodle)
  • Demonstrated experience in developing and reviewing scripts and multi-media content as well as implementing e-learning initiatives for development projects
  • Proficiency in Articulate 360 software or comparable e-learning tools.
  • Demonstrated ability to lead activities and facilitate technical discussions, trainings, workshops and stakeholder /meetings with multi-disciplinary groups.
  • Familiarity with the Tanzanian health supply chain and stakeholders is strongly desired.

Supervision Given/Received:

  • Provides technical guidance, mentorship and supervision to junior level staff to strengthen their technical capacity and performance.
  • Reports to Associate Director – Supply Chain

Education: **

  • A master’s degree in pharmacy or any related health field/ health supply chain management with at least eight years’ experience in health commodities management.

Experience: **

  • Minimum of 6-8 years of progressively responsible experience in health supply chain workforce development, including competency-based training, e-learning implementation, workforce planning, capacity strengthening, performance management, and optimization of health commodity management systems.
  • Must be registered and licensed with the appropriate professional regulatory body in Tanzania, where applicable.
  • Experience working with non-governmental organizations/s (NGO), government Ministry or similar entity, implementing partners, donors or private organization/s.
  • Proven track record in overseeing project workplans, budgets, performance targets, and key indicators, while ensuring accurate donor reporting and full compliance with funding and regulatory requirements.

  • Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • 10% - 25%

The expected hiring salary range for this role is TZS 90,000,000 - 130,000,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
