Job Description

Job Summary:

The RTO, Community Engagement, HIV provides technical and programmatic oversight for implementation of community and facility-based interventions to strengthen linkage to care, antiretroviral treatment (ART) initiation, continuity of treatment, and re-engagement of adults, children and adolescents. The role provides implementation oversight and technical assistance at regional level. The RTO works closely with Regional and District Health Management Teams (R&CHMTs), Community Health Workers (CHW), facility Care and treatment teams and other stakeholders to identify and address barriers to treatment continuation. The role provides technical leadership, coordination, mentorship and data-driven support to ensure implementation aligns with national guidelines, SOPs and project objectives.

Accountabilities:

Technical Requirements:

  • Provides technical support for implementation of evidence-based and innovative strategies to strengthen ART linkage, retention and treatment continuation and re-engagement.
  • Contributes to the development and dissemination of tools, materials, SOPs supporting community-based HIV service delivery.
  • Contributes to the development and dissemination of a strategic communication package to increase awareness and demand creation for HIV prevention services, HTS, TB, STI, sexual violence prevention and management and treatment adherence.
  • Supports the implementation of integrated HIV and TB and other relevant service-delivery approaches to improve access, uptake and continuity of care.
  • Works with the EpiC RTO, Community Engagement, (TB) officer to support implementation of TB/HIV collaborative activities.
  • Works closely with the regional and district community Based HIV Service (CBHS) Coordinators, CHWs and healthcare providers to ensure community linkage and retention activities are implemented according to national SOPs and guidelines.
  • Provides technical assistance and mentorship to CHW and healthcare providers to strengthen referrals, client’s follow-up, case management and the use of national appointment and tracking registers.
  • Represents the project in regional and district technical workshops, meetings and other stakeholders’ platforms
  • Conducts supportive supervision and mentorship to CHWs and CSO to improve quality of services.
  • Provides technical support to strengthen case management and continuum of care efforts in alignment with the overall project objectives and adherence to national guidelines and standard operating procedures.

  • Conducts analyses of ART retention and treatment continuation data to identify improvement opportunities and recommend appropriate technical strategies to enhance treatment continuation.
  • Monitors and analyses key project performance indicators, providing timely and actionable reports that enable the project team to make informed decisions, mitigate risks, and keep the project on track.
  • Works collaboratively with project team members to ensure that program planning, development, and management activities are implemented smoothly, efficiently, and in an integrated manner.

Operations Management

  • Monitors and manages project activities to ensure alignment with work plans, applying technical expertise to guide implementation, resolve challenges, and achieve project objectives.

Project/Program Reporting:

  • Participates in collecting data and information for inclusion in the quarterly and annual reports.
  • Participates in project performance monitoring reviews
  • Assists with compiling and creating learnings and best practices, reports, presentations, briefs, abstracts and articles/success stories.
  • Prepares technical reports and success stories summarizing project achievements.

Quality Assurance:

  • Coordinates and direct project activities to ensure compliance with donor, regulatory, and organizational requirements and standards

Education: ** **

· Bachelor’s degree in social sciences, public health, international development, communication, social work Education, the Environment, Gender, Health, Nutrition, Research or related field.

Experience: ** **

  • Requires 4+ years of progressive responsible experience in community-based health programming including technical leadership, coordination and implementation of HIV prevention, care and treatment interventions or similar projects.
  • Demonstrate experience working with non-governmental organizations (NGO), CSOs, CHWs, other community stakeholders, government agency, or private companies.
  • Ability and willingness to travel extensively in -country to support technical activities.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screens and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint,Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • 50% - 75% domestic travel to councils and health facility project sites to provide technical assistance, supportive supervision, stakeholder engagement, and implementation support.

The expected hiring salary range for this role is TZS 52,000,000 - 65,000,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
