National Videographer / Producer

Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) in Timor-Leste aims to assist the Government of Timor-Leste to develop policies, programmes and projects to achieve food security, reduce hunger and malnutrition, help develop the agricultural, fisheries and forestry sectors, and to use environmental and natural resources in a sustainable manner.

FAO Timor-Leste (FATIM) is currently developing and implementing a number of programme initiatives related to climate resilience and natural resources management, including the Enhancing Early Warning Systems (EWS) to build greater resilience to hydro-meteorological hazards in Timor-Leste (GCF-EWS). Some of the outputs under the GCF-EWS include development of training materials in DRR and AA; formulation of compendium of technologies on DRR and AA generation; and creation and dissemination of climate change information and related advisories in the agricultural sector.  
FATIM would like to recruit a National Communication Videographer/producer who would be requested to travel with FAO staff as needed, to document (in film and photographs) interventions and best practices of FAO’s Drought Anticipatory Action that highlight FAO’s work and results. Particular focus shall be put on beneficiaries and their anticipatory action, preparation and recovery and rehabilitation efforts, specifically through training and capacity-building opportunities in line with the overall strategic objective of FAO Timor-Leste to increase resilience of livelihoods to shocks by early warning and anticipatory actions

Reporting Lines

The national videographer / producer will work under the overall supervision of the FAOR and Anticipatory Action and Agro-Climate Services Specialist, in consultation with the respective program officers at the country office and Lead Technical Officer.

Task and Responsibilities

In close collaboration with Office of Communications (OCC) branches and appropriate Communication focal points, the incumbent will:

•     Document FAO’s work through film footage and photographs highlighting best practices, past results, current interventions of FAO’s drought anticipatory action.
•     Capture footages showcasing the progress achieved in drought anticipatory actions programme –such as scenarios where farmers are increasing their resilience to natural disasters through training courses and capacity-building activities in terms of livelihood diversification and building-back-better, among others;
•     Travel with FAO staff to selected municipalities to cover activities, interviews with beneficiaries, and follow the trainings/workshops organized by FAO;
•     Save and submit footages with audio files in a separate format agreed upon with the Communications team; 
•     Save and submit to FAO Timor-Leste raw footages in high resolution as QuickTime files;
•     Present outputs to key FAO personnel and revise outputs as needed; and
•     Undertake other related responsibilities in ensuring that the target outputs are achieved.
•     Translate the subtitles for the video in English;
•     Clearly identify and specify the location in the video during filming provide context to audience;
•     Respect local customs and privacy of subjects;
•     The officer-in-charge of the video and photo production should liaise with OCC at the appropriate stages for distribution and publication of the video products, and to ensure workflow, quality and files delivered correspond to FAO Photo Library production standards.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•     A diploma, certificate or higher qualification in videography, photography, film production, media production, communications, journalism, multimedia, visual arts or a related field
•     At least three years of relevant experience in videography, photography, video production and/or post-production.
•     Working knowledge (C1) of English and Tetun.
•     National of Timor-Leste or resident of the country with a valid work permit.

Technical/Functional Skills

•     Proven experience in videography, photography, video production and post-production.
•     Ability to develop clear visual storylines and capture human-interest stories in rural/community settings.
•     Strong skills in camera operation, lighting, audio recording and video/photo editing software.
•     Ability to produce videos, photos, captions and subtitles suitable for web and social media.
•     Good knowledge of communication, reporting and FAO visibility/branding standards.
•     Ability to work independently, travel to the field and deliver quality outputs within agreed deadlines.

Selection Criteria

•     Demonstrated experience producing communication materials for organizations, development projects, media, NGOs or similar assignments.
•     Ability to provide own professional camera and basic production equipment.
•     Good knowledge of Timor-Leste’s local context, customs and protocols.
