Job Description

Program Background

Partnerships for Infrastructure (P4I) is an Australian Government initiative supporting quality, inclusive infrastructure development across Southeast Asia. P4I works with partners to strengthen policy and regulatory frameworks and address barriers to infrastructure project development across four sectors, including maritime decarbonisation, with inclusion and climate considerations integrated throughout. P4I is seeking expressions of interest from organisations to form a panel of maritime decarbonisation advisory and delivery providers, supporting activities in Malaysia, the Philippines, Thailand and Vietnam.

The Opportunity

This is Stage 1 of a two-stage process to establish a Maritime Portfolio Delivery Panel. Stage 1 is an open Expression of Interest (EOI) that shortlists respondents on capability, capacity and integrity. A Request for Tender (RFT) will then be issued to shortlisted respondents only, to establish the panel. Individual activities will be sourced from the panel as they are scoped. The indicative planning estimate for the whole panel over its term is AUD $20 million, with no guarantee of work volumes.

Respondents assess themselves against four capability areas:

  • A: Ports
  • B: Shipping and fuels
  • C: Policy and regulation (maritime-specific)
  • F: Functional capabilities

Respondents do not need to cover every area. P4I welcomes responses from specialist, niche and local organisations as well as larger multi-capability firms. Respondents are shortlisted for the areas in which they demonstrate delivered work and suitable personnel, and must provide an insurance statement. Consortia and joint ventures are not accepted at EOI stage.

Interested suppliers should have demonstrated experience delivering work relevant to maritime decarbonisation; see the EOI for the full thresholds and requirements.
