The Media Department brings together media relations, web and social media communication, ensuring that the Council’s values, achievements, and positions are shared clearly and creatively with audiences worldwide, through both digital and traditional media channels.

Within the Media Department, the Digital Communications and Editorial Division shapes the design, user experience, and editorial strategy for the Council’s main online presence in English and French. It also drives digital visibility and performance by optimising Search Engine/ Generative Engine Optimisation (SEO & GEO) strategy and analysing content across multiple channels, ensuring accessibility and resonance for diverse audiences.

Your Role

As a Digital Visibility and Search Strategy Officer (SEO & GEO), you will:

  • support digital visibility and content optimisation by assisting the Organisation in increasing its online reach and impact, in particular by:
    • contributing to the analysis and improvement of the visibility and performance of the web content;
    • identifying relevant keywords, topics and content opportunities to enhance reach and engagement for both search engines and AI-driven discovery tools;
    • supporting the structuring of content to improve indexing, discoverability and reuse.
  • provide editorial support and practical advice on content structuring;
  • facilitate co-ordination between editorial and technical stakeholders;
  • carry out technical analysis, by:
    • monitoring indexing and performance using tools such as Google Search Console and analytics platforms;
    • conducting website audits (structure, metadata, internal linking, media content);
    • identifying and reporting on issues affecting visibility (e.g. broken links, legacy content, site structure).
  • liaise with IT services on technical aspects affecting content visibility and ensure timely resolution of possible issues;
  • monitor trends in search behaviour and digital content discovery, highlighting risks and opportunities linked to evolving digital environments;
  • contribute to creating and reporting on visibility, reach and engagement metrics.
Requirements to apply

You must have:

  • a relevant higher education degree or qualification equivalent to a master’s degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area) in digital marketing, brand management, innovation or related field;
  • at least two years of professional experience in one or several fields of relevance for this role;
  • demonstrated expertise in Search Engine Optimisation (SEO), Generative Engine Optimisation (GEO) and digital visibility, such as technical audits, content optimisation, analytics or AI-powered search, with evidence of measurable impact in improving the discoverability and performance of digital content;
  • excellent knowledge of one of the official languages of the Council of Europe (English or French) and good knowledge of the other.

You must also:

  • be a citizen of one of the member states of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
  • have discharged any obligation concerning national service (military, civil or comparable);
  • not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
  • be under the age of 65 years.
