Organizational Setting and Reporting Relationship
The position of Project Officer is assigned to the Water and Urban Development Sector Office (SD2-WUD) within the Sector Department 2 (SD2). You will be based at our Bangladesh Resident Mission in Dhaka, Bangladesh.
You will report to Country Director, BRM, and Director, Water and Urban Development.
Your Role
As Project Officer, you will contribute to sector diagnostics, project and program design, portfolio management, project administration, and project processing activities related to loans, grants, and TA projects, and knowledge management.
You will:
- Contribute to sector diagnostics and country programming, and portfolio management activities by: (i) assessing the performance and consolidating data to help design programs and projects for the sector, (ii) supporting project and program design, (iii) developing and maintaining database of key performance indicators and project administration issues and actions; (iv) preparing or clearing consolidated and analytical portfolio management reports; (v) ensuring that necessary actions are taken by the concerned technical international and local staff without delay; and (vi) providing any stop gap support as necessary.
- Participate in country portfolio review missions, project processing missions and tripartite portfolio review meetings. Contribute to the review of mission reports, aide memoires, back-to-office reports, progress reports, and other available project performance indexes on a regular basis and ensure quality, contribute to addressing project administration red flags for timely corrective actions.
- Monitor and review the accuracy and consistency of data to ensure the quality of individual Project Performance Report, analyze the team's projections and performance on contract awards/disbursement, project completion report/technical assistance completion report programs, and makes recommendations to achieve targets, when necessary.
- Review and ensure the quality of the loan, grant, and/or TA processing and administration documents in the team/division, in accordance with the latest requirements, templates, and guidelines in ADB, for approval of the International Staff and Director.
- Coordinate and provide inputs and feedback to sector office initiatives in project administration, reflecting the operational issues and experience from the team and executing agencies (EAs)/implementing agencies to ensure system improvement leads to more efficient portfolio outcomes.
- Ensure compliance with the checklist on use of no objection procedure for loans, grants, guarantees, multitranche financing facility, policy-based lending, results-based lending, or any other newly introduced instruments.
- Lead or contribute to project administration tasks for assigned loans and TAs, especially in procurement and other project administration actions, and provide guidance to EAs on ADB's procurement guidelines and policies.
- Identify, follow up, and coordinate actions with relevant teams to ensure contract awards and disbursements, including addressing pending financial management reports and safeguard compliance, to ensure high project performance ratings.
- Lead/co-lead or participate in project inception, review, mid-term review, special loan administration missions, and project completion review missions.
- Address project administration red flags for corrective actions. Prepare aide memoires, back-to-office reports, progress reports, and other reports, ensuring quality,
- Advise the project processing staff in the preparation of project reports, Project Concept Notes, Report and Recommendation of the President, and linked documents.
- Support project processing missions in designing project implementation arrangements, procurement/disbursement procedures and project management set up, and the review of financing plans.
- Contribute to the preparation of the annual portfolio management program.
- Support regular engagement with key government counterparts, including line ministries, EAs and IAs and subnational governments; provide policy advice and monitor policy reforms and emerging government priorities; and help identify and scope new lending and technical assistance opportunities based on government demand and sector developments.
- Coordinate with other sector specialists, thematic groups, and trust funds to explore innovative financing modalities and integrated solutions.
- Facilitate coordination with development partners to promote complementarity, cofinancing, and well coordinated support in the sector.
- Provide inputs to country programming, support sector diagnostics and pipeline discussions, and contribute to resident mission reporting, management briefs, and sector updates for internal and external meetings.
- Perform other responsibilities that may be assigned as reflected in your workplan.
Qualifications
You will need:
- Bachelor's degree in engineering, urban development or planning, water management, economics, development studies, business administration, or other related fields, preferably with advanced training.
- At least 8 years' relevant professional experience with urban development or water projects experience and project processing or administration experience, an advantage.
- Proficiency in expressing ideas in both spoken and written formats in English.
- Skills with computer-based applications using standard software.
- Comprehensive knowledge of multilateral development bank's operational processes and administration guidelines.

Additional Information
This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of Bangladesh.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
