Department Context

ITS Operations and Country Engagement Department (ITSOE) delivers innovative products and services to frontline staff working on over 6,000 projects throughout every Region and Global Practice. Our teams support and enable Bank priorities, boost operations efficiency and effectiveness, and facilitate Operational knowledge discovery. Our delivery model leverages global expertise, design and architecture, leading technology, and robust processes to deliver business solutions that ensure value for money.

Unit Context

The ITS Country Engagement unit (ITSCE) delivers digital support for global and country-specific products, supports systems aligned with the new Country Engagement model, and provides geospatial solutions to improve spatial visibility and impact tracking. It also drives the delivery of AI-powered business solutions to support business priorities and accelerate data-driven decision-making across the institution. The unit’s geospatial portfolio supports operational teams in applying location-based insights, mapping, imagery, and related digital tools to strengthen project design, implementation, monitoring, and communication.

The Communication and Engagement officer supports ITSCE unit in communications, stakeholder engagement, and business coordination. Develops executive communications, manages outreach activities, coordinates events and engagement opportunities, and helps increase awareness and adoption of ITSCE priorities, solutions, and services.

Works closely with leadership, product teams, internal and external business stakeholders to deliver clear, consistent messaging, support strategic initiatives, and strengthen collaboration across the Bank, and partner organizations. Translates complex topics into concise business messages and ensures effective execution of leadership priorities through strong coordination and communication.

Specific Responsibilities 

• Serve as a focal point for ITSCE communications, stakeholder engagement, and business coordination activities.

• Prepare presentations, briefing notes, talking points, leadership updates, newsletters and announcements.

• Develop success stories, adoption stories, impact narratives, and promotional materials highlighting ITSCE solutions and initiatives.

• Coordinate communications and engagement activities with Regions, Global Practices, OPCS, DEC, other ITS teams, MDBs and external partners.

• Manage stakeholder interactions and build trusted relationships with senior stakeholders, track follow-up actions and support the timely execution of leadership priorities communications and engagement activities.

• Coordinate and help organize workshops, forums, roadshows, and other internal and external events, including agendas, materials, communications, and stakeholder coordination.

• Facilitate information flow between leadership, product teams, business stakeholders, and partner organizations.

• Maintain stakeholder engagement plans, communications calendars, and tracking mechanisms.

• Monitor engagement outcomes, stakeholder feedback, and communication effectiveness and prepare management reports and summaries.

• Identify opportunities to increase awareness, sponsorship, adoption, and visibility of ITSCE products, services, and strategic initiatives.

• Support preparation of management reviews, strategic planning activities, and executive engagement materials.

Selection Criteria

• Bachelor’s or Master’s degree with 2 years of experience or equivalent combination of education and experience (for example, in the IT field: Bachelor’s Degree with a minimum of 1 year of related work experience).

• Strong stakeholder engagement, relationship-building, communication, presentation, and facilitation skills, with the ability to translate technology and geospatial concepts into practical operational value propositions and support adoption of products, services, and advisory offerings.

• Strong understanding of how technology, AI, data, and geospatial solutions can support operational teams and improve business outcomes. The role is not a deep technical-specialist position but requires sufficient technology awareness to understand stakeholder needs, discuss solution options credibly, identify opportunities, and connect teams with appropriate products and specialists.

• Strong storytelling, presentation, and visual communication skills, including the ability to use maps, dashboards, and visual materials to communicate insights and support engagement activities.

• Strong coordination, organization, and prioritization skills, with the ability to manage multiple concurrent engagements, stakeholder relationships, and follow-up activities.

• Practical, curious, proactive, and client-focused, with the ability to identify opportunities, increase awareness, and strengthen stakeholder engagement.

• Familiarity with WBG operational workflows, including country engagement, mission support, project preparation, supervision, procurement, and portfolio management, is highly desirable.

• Experience organizing or supporting outreach activities, roadshows, clinics, demonstrations, workshops, conferences, communities of practice, or similar engagement initiatives is highly desirable.

• Experience within the World Bank Group, multilateral development banks, international development organizations, or similarly complex global institutions would be an advantage.

• Proficiency in English.
