Job Description

At the World Bank Group (WBG), you'll join a diverse, global community working across cultures, disciplines, and borders to address the world's most pressing development challenges. With 1.2 billion young people reaching working age in the decade ahead, the challenge of job creation has never been greater. Through partnerships across 145 countries and more than 182 offices worldwide, we work with governments, private sector, development partners and other stakeholders to invest in people, strengthen markets, and deliver scalable, data-driven solutions that generate more and better jobs and improve lives. For more information, visit www.worldbank.org. The IAWE4 unit is engaged in all areas of the electricity sector – generation, transmission, distribution, rural electrification, and off-grid– in the countries it covers, through development policy financing, program for results, investment financing support, technical assistance, and guarantee operations. Financing investment in generation, transmission, and renewable energy along with promoting regional energy trade in the Central African Power Pool (CAPP), undertaking sector and utility reforms, carrying out analytical work to improve electricity development outcomes including in contexts of Fragility, Conflict and Violence (FCV) and increase energy access are among the key areas of the Bank’s deepening engagement in the sector. The World Bank's engagement in the Central African Republic (CAR) covers three operations that follow a multi-phase programmatic approach and aim to strengthen the electricity grid, develop mini-grids, expand distributed renewable energy, advance regional integration, and widen energy access, anchored by the National Energy Compact under the Mission 300 (M300) initiative. A national operation aims to connect about 500,000 people through grid and mini-grid solutions, electrify 560 administrative, health, and educational facilities, and strengthen the national utility. A regional distributed renewable energy initiative is scaling up off-grid and mini-grid deployment through private sector delivery models and results-based financing. A regional interconnection program supports on-grid access, distribution reinforcement, and cross-border links with Cameroon to prepare the grid for future power imports. Analytical work focuses on grid stability, readiness to integrate renewables, and utility loss reduction, and includes a sector financial analysis to examine the power utility's cost recovery, tariffs, and viability and inform to the reform dialogue. The unit is hiring an Extended Term Consultant (ETC) to support implementation of M300 and the CAR National Energy Compact, advancing energy access and facilitating the country's economic transformation toward a more resilient, inclusive and diversified economy that delivers sustained growth and quality jobs. The role involves supporting World Bank projects and ongoing sector dialogue, as well as contributing to existing and future operations. Duties and Responsibilities: The ETC will support the World Bank's energy sector engagement in CAR. Specific duties and accountabilities include:

  • Draft, review, and update project implementation documents, including progress reports, aide-memoires, briefing materials, monitoring of results frameworks, indicators, milestones, and agreed action plans, and activity completion notes;
  • Review technical, analytical, and design documents prepared by the client, including terms of reference, reports, and deliverables, and provide written comments;
  • Support coordination of the energy sector donor platform, including meeting materials, minutes, and follow-up actions;
  • Prepare draft requests and concept notes for trust fund and external financing of energy activities;
  • Participate in field missions as appropriate, and prepare mission materials and follow-up action matrices.
