Engagement of consultant for Enumeration of Sentinel Sites in Uttar Pradesh

1. Background

The project intends to establish/monitor a set of sentinel sites (25 per district) to generate reliable, timely and high-quality field-level data on agricultural practices, crop management, resource use, productivity, technology adoption and other indicators. The sentinel-site approach will facilitate systematic collection of data from selected farmers and fields over the agricultural season and support evidence-based assessment of changes in farming practices and outcomes.

The enumeration will be undertaken in 3 selected districts of Uttar Pradesh (Gonda, Chandauli and Siddharthnagar) and 3 districts in Bihar (Gaya, Rohtas, and Muzaffarpur).

The assignment will be implemented through an survey/field-enumeration agency (hereafter referred to as the “Consultant”) under the technical guidance of the project team at the KVK in consultation with ATARI.

2. Objective of the Assignment

The primary objective of this assignment is to undertake field enumeration and data collection from designated sentinel sites/farmers in 3 districts of Uttar Pradesh and 3 districts of Bihar.

The specific objectives are to:

1. Enumerate all designated sentinel farmers/sites using the approved survey protocol.
2. Collect accurate and complete information on agreed agricultural indicators.
3. Capture data digitally using the prescribed ODK digital data-collection platform.
4. Ensure timely transmission of complete data to the project team on the server on a real time basis.
5. Maintain consistency in respondents, sentinel sites and data collection across survey rounds.
6. Undertake quality control and validation of collected information.
7. Provide regular progress updates and promptly resolve data-quality issues identified by the project team.

The Consultant should have the capacity to mobilize enumerators across all six districts and ensure adequate field coverage within the agreed timeline.

The work is to be finished in 4 phases

1. Personal Interview- The enumerator will be visiting each farmer and carry a personal interview for all the activities done by the farmer on his farm till September 20^th.

2. Telephonic Interview- This survey will be done telephonically for all the activity carried by farmer in between 20^th September till 20^th October.

3. Telephonic Interview- This survey will be done telephonically for all the activity carried by farmer in between 20^th October till 20^th November.

4. Personal Interview- The enumerator will be visiting each farmer and carry a personal interview for all the activities done by the farmer on his farm till approx. December 20^th (This will include all activities till harvest as the harvest date varies from farmer to farmer this may be done before).

4. Scope of Work

The Consultant will be responsible for the complete field-enumeration process, including mobilization, training, field data collection, supervision, quality assurance, data submission and also hiring of vehicle for the process of enumeration.

5. Digital Data Collection

All data should preferably be collected through ODK which is a digital data-collection platform.

The Consultant shall:

• Use only the approved digital questionnaire.
• Ensure that enumerators are trained in the digital application.
• Capture GPS coordinates where required.
• Record survey date and time automatically.
• Use mandatory fields and validation checks.
• Avoid duplicate records.
• Synchronize data regularly with the designated server.
• Maintain appropriate backup of collected data.
• Ensure that data are not altered or manipulated, only the farmers answered data is to be recorded.

The project team will provide the final digital questionnaire/form.

6. Payment Terms

The assignment will be awarded to the selected Consultant on a lump-sum basis. The total contract value shall cover all costs associated with successful completion of the assignment, including but not limited to:

• Recruitment and deployment of enumerators and supervisors;
• Enumerator training and field orientation;
• Travel, local transportation and accommodation;
• Any other incidental costs necessary for completion of the assignment.

The Consultant shall submit a single consolidated financial proposal for the complete scope of work covering all six districts.

7. Expected Outcome

At the completion of the assignment, the project will have a complete, high-quality and digitally structured sentinel-site dataset covering 6 districts in Bihar and Uttar Pradesh.

The dataset should be sufficiently complete and consistent to support subsequent analysis of agricultural practices, technology adoption, crop productivity, resource use and other agreed project indicators.

8. Eligible Criteria

Experience with conducting in-person and telephone surveys in Hindi speaking areas of India.
