VPU Context

The Middle East and North Africa, Afghanistan, and Pakistan Region serves twenty two countries across different income groups, of which fourteen are active/potentially active IBRD/IDA borrowers (Afghanistan, Algeria, Djibouti, Egypt, Iran, Iraq, Jordan, Lebanon, Morocco, Pakistan, Syria, West Bank and Gaza, Tunisia, and Yemen), with a total of 251 projects and over $51 bn in total commitment. Eight are users of the Region's non-lending services, mostly on a reimbursable basis (Bahrain, Kuwait, Libya, Malta, Oman, Qatar, Saudi Arabia, and the United Arab Emirates).  The mission of the region is to foster sustainable growth with a focus on job creation and poverty reduction, economic and social inclusion, and good governance. Background

The World Bank is supporting the Government of Morocco in implementing an ambitious health sector reform agenda aimed at strengthening governance, improving health financing arrangements, enhancing human resources for health, reorganizing service delivery, improving quality of care, and advancing Universal Health Coverage (UHC). The Bank's engagement includes implementation support to the Morocco Health Reform Program (P179014), technical assistance, policy dialogue, and preparation of future operations, including additional financing activities supporting health system transformation and the pharmaceutical agenda. 

The World Bank seeks to recruit a Health Systems Specialist to provide day-to-day support to its health portfolio in Morocco and contribute to policy dialogue, project preparation, supervision, implementation support, and technical assistance activities.

Objective of the Assignment

The objective of the assignment is to provide operational, analytical, and technical support to the World Bank health team in Morocco in the preparation, implementation, supervision, and monitoring of health sector operations and analytical activities.

Scope of Work

Under the supervision of the Task Team Leaders (TTLs) and health team based in Morocco, the consultant will:

Operational Support

• Support preparation and supervision of World Bank-financed health sector operations.

• Contribute to the preparation of aide-memoires, implementation support reports, briefing notes, presentations, and management updates.
• Monitor implementation progress and follow up on agreed actions with government counterparts.
• Support portfolio monitoring, including implementation performance and disbursement tracking.

• Maintain implementation tracking tools and action matrices.
  
  Mission Preparation and Follow-up
• Support preparation and organization of missions and technical meetings.
• Participate in missions, stakeholder consultations, and technical discussions.
• Prepare mission notes, meeting summaries, aide-memoires, and follow-up reports.

• Track implementation of mission recommendations and agreed actions.
  
  Technical and Analytical Support
• Provide technical support on health system reforms, including health sector governance, Health financing, Service delivery reform, Human resources for health, Quality of care, Primary health care strengthening, Health information systems, Pharmaceutical policy, Institutional development and implementation support. The focus of the work will depend on the consultant relevant technical background.
• Contribute to analytical work, technical assistance, policy notes, and reform implementation support.

Stakeholder Coordination

• Liaise with counterparts from the Ministry of Health and Social Protection, Ministry of Economy and Finance, High Authority of Health, health insurance agency, development partners, and other stakeholders involved in the health sector reform agenda.

• Support coordination across implementing agencies and technical partners.
  
  Deliverables
  
  The consultant will provide ongoing support and deliver outputs as required by the work program, including:
• Aide-memoires and implementation support reports.
• Technical notes, briefing materials, and presentations.
• Mission preparation and follow-up documentation.
• Analytical inputs and background papers.
• Portfolio monitoring and implementation tracking products.
• Other outputs as requested by the TTLs.

Selection Criteria

Education

Master's degree or higher in one of the following fields: Public Health, Health Economics, Health Policy, Health Systems Management, Public Administration, or another related discipline.

Professional Experience

• Minimum 5 to 10 years of relevant professional experience.
• Demonstrated experience in health systems strengthening, health sector reform, health policy, or health sector management.
• Proven experience working with Moroccan government institutions, preferably in the health sector.
• Strong understanding of Morocco's health system and institutional environment.
• Experience supporting implementation of complex reform programs or development projects.
  
  Desirable Qualifications
• Previous experience working with the World Bank or other international development partners is desirable but not required.
• Experience with Program-for-Results (PforR), investment operations, or results-based programs is an advantage.
  
  Language Requirements
• Fluency in French and English (written and spoken) is required.
• Knowledge of Arabic (Darija) is an asset.
  
  Competencies

• Ability to work effectively in multidisciplinary teams.
• Ability to engage with senior government officials and technical counterparts.
  
  Reporting Arrangements
  
  The consultant will report to the designated Task Team Leader(s) and work closely with members of the World Bank Health Team in Morocco.
  
  Location
  
  The consultant will be based in Rabat, Morocco, and is expected to work closely with the World Bank health team on a day-to-day basis. Travel within Morocco may be required.
  
  Duration and Type of Appointment
  
  The appointment will be under an Extended Term Consultant (ETC) contract for an initial period of one year, with possibility of renewal subject to satisfactory performance, business needs, and availability of funding.
  
  The ETC is a full-time, time-bound World Bank appointment. ETCs are fully integrated into operational teams and receive applicable benefits under World Bank policies, including health insurance and leave entitlements.
