The EAP Infrastructure Department is responsible for project lending and policy advisory work in the energy; transport; urban, land, and resilience, and related climate action and private capital mobilization space for the EAP Region. The department presently comprises an energy and extractives unit, a transport unit, and two urban units. The energy unit [IEAE1] manages a diverse program of projects, analytic and advisory work. The principal themes underlying the lending and advisory engagements include access to modern energy services; transitioning to a clean energy mix; climate resilient energy infrastructure; regional energy connectivity, integration and trade; governance reforms and financial strengthening of state-owned enterprises/utilities; and reforming sector regulations to improve the environment for efficient private finance solutions.
 
Position Overview

The World Bank seeks a qualified national Extended Term Consultant (ETC1) – Energy Analyst to be based in Jakarta, Indonesia. The position is within the East Asia and Pacific (EAP) Energy Practice and will support the implementation of the Indonesia energy program and regional engagements with ASEAN.

Under the guidance of the Energy Program Coordinators for Indonesia and Regional Power Trade, respective Task Team Leaders (TTLs), and senior team members, the Consultant will contribute analytical, operational, and research support to ongoing lending operations, technical assistance activities, and business development initiatives.

The Consultant will work as part of multidisciplinary project teams and contribute to specific assignments within larger work programs. The role is expected to provide exposure to World Bank operations and the Indonesian energy sector while supporting project delivery and knowledge development.

The successful candidate will report the Practice Manager and on the day-to-day activities to the Indonesia–Timor-Leste Energy Program Coordinator / Lead Energy Specialist and the respective Task Team Leaders (TTLs) of the projects. She/he will collaborate with TTLs on a day-to-day basis while taking ownership of specific daily operations and workstreams as agreed with the TTLs.

Job Duties and Responsibilities

1. Operational Work

• Support the preparation of new lending operations, including Investment Project Financing (IPF), Program-for-Results (PforR), Guarantees, and Technical Assistance through background research, data collection, financial and economic analysis support, preparation of documentation, and processing support.
• Support supervision of active IBRD-financed operations and co-financed projects, including preparation and review of project documents, mission materials, aide-memoirs, implementation progress tracking, workshops, trainings, and client meetings.
• Support project core teams and coordinate with broader team members, including procurement, safeguards, and financial management colleagues, to monitor internal review processes and help ensure timely responses to client submissions.
• Support day-to-day communication and follow-up with client counterparts and assist TTLs in coordinating project activities.
• For candidates with an engineering background, support technical review and procurement oversight of projects under preparation and implementation.
• Contribute to business development activities through background research, data collection, preparation of briefing materials, and support for drafting Terms of Reference and funding proposals.

2. Analytical and Advisory Work

• Contribute to analytical products through literature reviews, data collection, data analysis, benchmarking, preparation of background notes, presentations, reports, and other knowledge products.
• Support implementation of trust fund-financed analytical and advisory activities, including preparation of Terms of Reference, procurement and management of consultants, progress reports, completion reports, and briefings.
• Assist in organizing stakeholder consultations, workshops, trainings, and knowledge-sharing activities, including preparation of materials and follow-up actions.
• Support the implementation of regional knowledge agenda under the Accelerating Sustainable Energy Transition (ASET) Multi-phase program approach.
• Conduct research on relevant sector policies, institutional developments, utility performance, energy transition issues, and international good practices relevant to the Indonesia energy program.

3. Stakeholder Engagement and Country / Regional Dialogue

• Participate in meetings, consultations, workshops, and missions with government counterparts and energy sector stakeholders, and ASEAN entities.
• Communicate with client counterparts at the working level on day-to-day follow-up actions, including data provision, procurement, and reporting, and proactively assist in identifying and resolving operational issues affecting Bank-client collaboration.
• Assist senior team members in documenting follow-up actions, preparing meeting notes, organizing information, and coordinating implementation support activities.

4. Other Duties

• Support the energy team in preparing briefings, presentations, portfolio summaries, workshop and seminar logistics, knowledge exchange events, communications, and coordination of team publications.
• Perform other analytical and operational support tasks as assigned by Task Team Leaders and the Program Coordinator.

Selection Criteria

• Bachelor’s degree in engineering, economics, finance, or related discipline.
• Minimum two years of relevant professional experience in the energy sector preferably in a international finance institution, or experience in relevant research, consulting, internship, or project experience.
• Recent graduates with exceptional academic qualifications and demonstrated interest in energy and international development are encouraged to apply.
• Familiarity and understanding of World Bank policies and procedures and with the Indonesian energy sector context is an advantage.
• Previous engagement with the Ministry of Energy and Mineral Resources (MEMR), Ministry of Finance (MoF), PLN, or Pertamina will be an advantage.
• Strong research and analytical skills.
• Ability to collect, organize, analyze, and present information from multiple sources.
• Familiarity with Excel, PowerPoint, and data analysis tools.
• Understanding of Indonesia's energy sector, including electricity, renewable energy, or geothermal development, is desirable.
• Exposure to financial, economic, engineering, or policy analysis is an advantage.
• Indonesian nationality and based in Jakarta.
• Demonstrated interest in international development and commitment to results.
• Self-driven, proactive, and able to work with a sense of urgency; demonstrates intellectual curiosity and openness to learning.
• Ability to work effectively under guidance and as part of multidisciplinary teams.
• Demonstrated ability to conduct research and prepare analytical outputs.
• Proven writing and editing skills; ability to communicate complex ideas clearly and concisely.
• Ability to prioritize and manage multiple tasks under tight deadlines, good organizational skills and attention to detail.
• Strong teamwork orientation and interpersonal skills; positive, solutions-oriented attitude.
• Professional proficiency in English is required.
