Purpose of this consultancy

To provide technical expertise to the CHE environmental health portfolio, covering climate-resilient water, sanitation and hygiene (WASH), Water Safety Plans (WSPs), occupational health and medical and health-care waste management, and ensuring regional support to Member States.

Background

Within the CHE climate-health programme (2026 to 2029), the environmental health portfolio delivers climate-resilient WASH and WSP support across the doable-five countries, WASH-in-health-care-facilities work in Afghanistan, Sudan and Egypt, and regional public goods.

The consultancy provides time-bound technical expertise to support delivery of the environmental health components of the programme workplan over the period October 2026 to March 2027.

Work to be performed

Output 1: Climate-resilient WASH and Water Safety Plans delivered

• Deliverable 1.1: Climate-resilient WASH and WSP technical packages for Afghanistan, Sudan and Egypt drafted, including WASH-in-health-care-facilities components, by the end of the assignment (month 6).

• Deliverable 1.2: Regional and multi-country WSP support and training materials drafted as regional public goods, by the end of the assignment (month 6).

Output 2: Technical guidance on health-care waste and occupational health delivered

• Deliverable 2.1: Technical guidance and country support on medical and health-care solid waste management within the portfolio countries, throughout the assignment.

• Deliverable 2.2: Occupational health inputs to regional and country workplans, with a documented set of technical recommendations for continuation of occupational health support activities, by the end of month 4 of the assignment.

 Output 3: Portfolio integration and reporting

• Deliverable 3.1: Environmental health inputs to the H-VAAs in progress and to country policy brief drafts, in coordination with the climate and resilience consultant, by the end of the assignment (month 6).

• Deliverable 3.2: Monthly progress reports against the agreed workplan, for each month of the assignment, from the first to the last month inclusive.

Required Qualifications

-   Education: Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range, in environmental health, environmental or sanitary engineering, public health or a related field.

Experience:

-      Essential: At least five years of relevant experience in environmental health, including WASH and/or water safety planning.

-  Desirable: Experience with WASH in health-care facilities, health-care waste management and occupational health; experience in fragile or emergency settings; prior work with WHO or the UN system.

Skills/ Technical knowledge

-      Sound knowledge of WHO WASH and WSP guidance and health-care waste standards.

-      Ability to run trainings and provide country technical support remotely and in person, strong drafting skills.

-      WHO competencies: teamwork; respecting and promoting individual and cultural differences; communication; producing results.

Language

-      Essential: Expert knowledge of English (read, write, speak).

-      Desirable: Working knowledge of Arabic.

Location:

WHO Regional Office for the Eastern Mediterranean, Cairo, Egypt

Medical clearance:

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel

The selected consultant is expected to travel on WASH, WSP and air-quality-related missions (Afghanistan, Egypt, Sudan and multi-country activities) in line with the approved travel plan and security clearances.

(If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
