BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) South Sudan has over 700 staff working in Juba and field offices Aweil, Bentiu, Bor, Kuajok, Malakal, Renk and Rumbek in South Sudan and operated in an extremely fragile security situation.
WFP has a Zero Tolerance Policy to sexual exploitation and abuse (SEA) and recognizes that it is a gross violation of power and a form of gender-based violence that all humanitarian partners have to prevent and respond to. Sexual exploitation and sexual abuse (SEA) are extreme forms of abuse of power for sexual purpose where aid workers take advantage of the people they are meant to serve, in particular those in positions of greater vulnerability. SEA can happen wherever people are in dire need and require assistance in settings ranging from full humanitarian crises to peace and development contexts.

Given South Sudan's ranking as the fourth-highest SEA risk context globally and the continuing vulnerabilities associated with conflict, displacement, and humanitarian assistance delivery, maintaining a dedicated PSEA Advisor is critical to ensure effective risk management, inter-agency coordination, community-based reporting mechanisms, survivor-centred response, and organizational accountability. Furthermore, WFP South Sudan has had a PSEA Advisor since May 2021 and this has been an essential role to operationalize and implement the ED PSEA Circular on PSEA (2026) and build WFP personnel and partners capacity on PSEA.
PURPOSE OF THE ASSIGNMENT:
Under the direct supervision of the Country Director, the Protection from Sexual Exploitation and Abuse (PSEA) Advisor will support WFP South Sudan to implement the Executive Directors Circular on PSEA (OED2026/009)). The PSEA Advisor will develop and implement the WFP South Sudan PSEA Action Plan, which focuses on scaling up and taking forward prevention and response efforts to sexual exploitation and abuse. This will include conceptualizing and implementing SEA prevention activities, responding and escalating to OIGI SEA allegations, and ensuring appropriate victim support, liaising with the PSEA Taskforce and other inter-agency bodies working on PSEA. The Advisor will also be expected to make contributions to inter-agency PSEA response and monitoring, liaising with senior management at national, regional and international levels on the same. The PSEA Advisor will be also responsible for designing and implementing targeted capacity building activities for staff and partners across different sectors, producing and disseminating relevant technical guidance, tools and resources. PSEA initiatives should be planned and implemented in coordination with relevant technical areas in the country office or regional bureau, including but not limited to Protection, AAP, Gender and Monitoring. As far as possible, collaboration with the In Country PSEA Network and/or other protection and gender partners should be undertaken.
KEY ACCOUNTABILITIES / RESPONSIBILITIES
Action Plan and Standard Operating Procedure - Develop, update, implement a country specific PSEA Strategy and Action Plan that reflects and responds to current country context with clear timelines and budget requirements, and engage relevant colleagues across AAP, Protection, Gender, Human Resources, Partnerships, all programmatic activity leads, supply chain and logistics and other technical areas according to their responsibilities. The advisor will also be responsible to review and update the existing Standard Operating Procedure for Responding to Allegations of SEA in South Sudan Country Operations. The SOP should reflect dear roles and responsibilities, resources and community preferences and feedback on WFP prevention, mitigation, response and support.
Raise awareness among WFP staff, Cooperating Partner staff, vendors and contractors, authorities, local leaders, communities and other key stakeholders. Support Cooperating Partners and other partners to conduct awareness-raising sessions jointly with WFP and relevant Field-Office and CO technical areas. Work with colleagues and partners to ensure that communities receiving WFP assistance are routinely informed of their rights, what SEA is and how to report it, including during each pre-distribution meeting and other relevant events.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree (Master’s or above) in social sciences, psychology, gender, protection, humanitarian law, GBV, social work or related, or first university degree (Bachelor’s) in the above field with additional relevant experience. Additional training in relevant fields is desirable.
