Job Specific Context

The United Nations Office on Drugs and Crime (UNODC), within the framework of its Regional Programme for South-Eastern Europe 2024-2029, supports Albania in strengthening the rule of law, anti-corruption, criminal justice and responses to organized crime. In 2026, UNODC begin implementation of a National Criminal Intelligence and Strategic Communications Platform (NCISCP), an initiative developed in cooperation with the Ministry of Internal Affairs, the Ministry of Justice and the Ministry of State for Public Administration and Anti-Corruption of Albania. The NCISCP project aims to strengthen institutional coordination, criminal intelligence analysis, the anti-corruption evidence base, strategic communications and evidence-based public reporting on organized crime and corruption in Albania. It foresees the establishment of a platform supporting criminal intelligence, analytics, reporting and performance monitoring, complemented by institutional arrangements for information sharing, strategic analysis, capacity development and evidence-based communication.

The Project Management Support Officer will support the day-to-day implementation and coordination of the project, working closely with the UNODC project team, relevant national institutions, technical experts, service providers and other stakeholders. The incumbent will provide project management, monitoring, administrative and coordination support to ensure timely, coherent and results-oriented delivery of project activities. Role Purpose

Under the guidance and supervision of the responsible UNODC Programme Officer, the Project Management Support Officer will provide substantive project management and implementation support for the NCISCP project.

The incumbent will support planning, implementation, monitoring and reporting; coordination with participating institutions; procurement and contracting processes; organization and follow-up of technical activities; management and quality assurance of project information; and preparation of project documentation and analytical inputs. The Officer will monitor implementation against agreed work plans, budgets, milestones, indicators and deliverables, identify implementation risks and bottlenecks, and support timely corrective action.

Particular emphasis will be placed on facilitating coordination between project management, national institutional counterparts and specialized technical expertise supporting the development of the NCISCP and its associated analytical, information-sharing and strategic communication functions.

Functions / Key Results Expected

  • Support project planning, implementation and monitoring, including preparation and updating of work plans and project documents.
  • Coordinate, liaise and follow up on project activities with national counterparts and other stakeholders, including the United Nations Country Team, the Resident Coordinator’s Office, Joint Programme Coordination mecanism of the SDG Acceleration Fund, technical experts and service providers, and maintain records of decisions and agreed actions.
  • Support implementation of the NCISCP platform-related activities, including institutional and data-mapping exercises, collection and organization of institutional inputs, coordination of consultations, requirements gathering, development/testing follow-up and user capacity-building, in coordination with relevant technical experts.
  • Monitor project milestones, deliverables, indicators, expenditures and risks, identify delays or implementation bottlenecks and provide timely information to project management to support corrective action.
  • Support procurement, contracting and financial processes, including preparation of ToRs, procurement requests and supporting documentation, and monitoring of expert/service-provider deliverables and project expenditures.
  • Support organization and delivery of technical assistance and capacity-building activities, including workshops, consultations, training and knowledge exchanges related to criminal intelligence, strategic analysis, anti-corruption analytics, information sharing and evidence-based strategic communications.
  • Support project reporting, data/information management and knowledge management, including maintaining project databases and dashboards and preparing progress reports, briefs, presentations, monitoring information and other project documentation.
  • Compile, validate and analyse project monitoring data and institutional inputs and support the preparation of analytical, monitoring and reporting products.

Education Requirements

Required

  • Bachelor’s degree (or equivalent) preferably in project management, public administration, political or social sciences, international relations, law, economics, business administration or another relevant field, with 2 years of relevant professional experience; OR
  • Master’s degree (or equivalent) in one of the above or another relevant field with 0 years of relevant professional experience.


Desired

  • Additional training or certification in project management, monitoring and evaluation, data/information management, public administration, governance, or related areas is an asset.

Experience Requirements

Required

  • Relevant professional experience in project/programme management, project implementation, coordination, monitoring or a related area.
  • Experience in coordinating activities involving multiple institutional stakeholders.
  • Experience in project monitoring, preparation of implementation plans, tracking of deliverables and/or results reporting.
  • Demonstrable proficiency in the use of MS Office applications and web-based management, collaboration and information-management tools.


Desired

  • Experience supporting projects in the fields of rule of law, crime prevention and criminal justice, organized crime, anti-corruption, public administration reform, governance and/or institutional capacity development is an asset.
  • Experience working with Albanian public institutions, particularly institutions in the justice, internal affairs, law-enforcement, anti-corruption or public-administration sectors, is an asset.
  • Experience supporting digitalization, information-management, data-governance or ICT-enabled institutional projects is an asset.
  • Experience working with international organizations, the United Nations system and/or EU-funded or other international cooperation programmes is an asset.
  • Knowledge of Albania's institutional framework relating to organized crime, anticorruption and EU accession Chapters 23 and 24 is an advantage.
