Based in Brazil, the UNOPS Southern Cone Multi-Country Office (SCMCO) also oversees operations in Argentina, Paraguay, and Uruguay, supporting national priorities and development goals across the subregion. In Argentina, UNOPS strengthens public institutions by providing technical assistance in planning, procurement, and oversight of infrastructure projects—particularly in public buildings—and building capacity in public procurement, with a focus on technological innovation. In Brazil, where UNOPS has operated since 2012, the office collaborates with UN agencies, financial institutions, and government bodies at all levels to deliver services in health, education, urbanization, social rehabilitation, PPPs, and institutional strengthening. UNOPS has played a key role in responding to the COVID-19 pandemic and currently manages 17 active projects across the country. The Civil Engineer (Budget Specialist) will support the review of design and construction activities, ensuring that projects are on budget and meet the highest quality standards.

The Civil Engineer (Budget Specialist) will incorporate best practices in technical design and construction management throughout the entire project cycle, maintaining strict compliance with Health, Safety, Social and Environmental (HSSE) standards and Protection against Sexual Exploitation, Abuse and Harassment (PSEAH) requirements.

The incumbent will also demonstrate strong technical expertise, proactive resource management, and the ability to ensure integrity, transparency, and effective coordination among stakeholders in all civil engineering activities.

Technical Advisory Services in Project and Construction Contracts

* Technical support in the analysis of engineering project budgets, suggesting adjustments to documents when necessary;

* Technical support in monitoring project recipients, providing technical assistance in the areas of budgeting and planning of engineering projects;

* Technical support in reviewing all documents related to projects and project licensing;

* Technical support in proposing solutions for the execution of works for food storage units;

* Support in the execution of projects to ensure that standards, regulations and plans are respected, including safety and health plans, environmental plans and social actions and quality plans; and

Other responsibilities

* Participate in project planning, monitoring and evaluation meetings, when requested.
