Mission and objectives

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfil their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Context

The UN Volunteer will be part of the Planning, Monitoring and Data section, which is responsible for programme monitoring and data. Under the guidance and supervision of the Monitoring Specialist (NoC), the UN Volunteer will support and facilitate planning and monitoring functions for the country programme in close collaboration with Planning, Monitoring and Data section members, sectoral programme staff in Kabul, and zonal offices.

Task Description

Under the delegated authority and supervision of the Monitoring Specialist (NoC), the UN Volunteer will contribute to programme monitoring, monitoring capacity building, and coordination/networking as follows:

• Support the management and improvement of programme monitoring systems and tools, including digital platforms, field monitoring, third-party monitoring, performance monitoring, and community-based monitoring mechanisms.
• Follow up with programme sections and zonal offices in the development and implementation of annual monitoring plans and quarterly implementation monitoring plan.
• Support quality assurance reviews of monitoring plans to ensure alignment with programmatic priorities and organizational standards.
• Support coordinate with programme sections and zonal offices on monitoring-related activities, including Programme Monitoring Visits (PMVs) and Field Monitoring Module (FMM).
• Follow up on monitoring-related action points and support timely implementation of agreed recommendations.
• Follow up on monitoring meetings, ensuring documentation and tracking of key decisions and actions.
• Provide support to programme sections and field offices on the use of FMMs.
• Analyse monitoring data collected through FMMs and other monitoring mechanisms and prepare analytical reports, dashboards, and presentations.
• Develop and implement capacity-building plans for implementing partners, field offices, and self-development in monitoring and reporting.
• Support integrated programme monitoring initiatives and promote cross-sectoral monitoring approaches.
• Contribute to the identification, documentation, and dissemination of lessons learned and best practices from planning and monitoring activities at national and subnational levels.
• Support the preparation of monitoring-related reports, briefs, presentations, and other knowledge products for management and programme teams.
