Mission and objectives

UNICEF is a leading humanitarian and development agency working globally for the rights of every child. Child rights begin with safe shelter, nutrition, protection from disaster and conflict and traverse the life cycle: pre-natal care for healthy births, clean water and sanitation, health care and education. UNICEF has spent nearly 70 years working to improve the lives of children and their families. Working with and for children through adolescence and into adulthood requires a global presence whose goal is to produce results and monitor their effects. UNICEF also lobbies and partners with leaders, thinkers and policy makers to help all children realize their rights—especially the most disadvantaged.

Context

UNICEF Sudan's overarching goal is to promote equitable development for all children while safeguarding their rights, particularly for those affected by conflict and natural disasters. To achieve this, UNICEF implements an integrated programme portfolio encompassing Health and Nutrition, Water, Sanitation and Hygiene (WASH), Education, and Child Protection, with Social Behavior Change (SBC), evidence generation, and social policy serving as cross-cutting enablers across all programme areas. To enhance implementation effectiveness and accelerate results, UNICEF Sudan continues to decentralize programme delivery by strengthening field-level operations and expanding community engagement. The Country Office operates through five Area Offices, enabling closer oversight and support to programme implementation. UNICEF works in close partnership with government line ministries, national and international NGOs, and community-based organizations (CBOs), leveraging these partnerships to advance and uphold the rights and well-being of children across Sudan.

Task Description

Under the general supervision of the Monitoring Specialist and the technical guidance of the Monitoring Manager, the incumbent is responsible for the accomplishment of the stated key end-results by providing professional expertise and assistance in conducting monitoring visits to UNICEF project sites to assess local conditions, monitor UNICEF inputs (supplies and cash), delivery and utilization. In addition, the position will support information/data collection, statistics and data analysis, monitoring, quality assurance of reports, communication and partnership with specific focus on routine and administrative data collection, for better preparedness, targeting and coordination of effective humanitarian responses and UNICEF commitments to the CCC (humanitarian performance monitoring system). Within the delegated authority and under the supervision of Monitoring specialist or his/her designated mandated representative(s), the UNV Monitoring Officer] will: • Support to ensure systematic monitoring of UNICEF-supported programmes implemented by government counterparts and other implementing partners, enabling regular tracking of activities, measurement of progress, and documentation of expected results and changes. • Provide support for timely data collection, analysis, and availability of data related to key programme and management indicators to support evidence-based decision-making at the Country Office level. • In collaboration with Monitoring specialist, support in the effective utilization and roll out of monitoring systems throughout the full monitoring cycle, including data collection, reporting, and data quality assurance processes. • Support quality assurance of monitoring reports generated through different monitoring modalities to ensure accuracy, completeness, consistency, and compliance with established standards. • In collaboration with Monitoring specialist, coordinate and follow up with Field Offices and Third- Party Monitoring teams on the planning, implementation, and reporting of monitoring activities. • Provide support and strengthen UNICEF’s technical leadership in generating timely and reliable information on affected populations in emergency and disaster contexts, including participation in inter-agency assessments and joint missions. • In collaboration with IM Hub, support in maintaining or further developing dashboards/Analytics used to track and disseminate Monitoring findings. • Conduct training sessions for UNICEF staff and partners on the use of PM&E tools and systems. • Perform any other related duties and responsibilities as assigned by the supervisor.

Living conditions and remarks

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. The volunteers will be based in Port Sudan. Port Sudan is located on the Red Sea coast and, following the war has served as the administrative capital of Sudan. The city features an international airport, with three airline companies offering daily flights, as well as daily bus services to other parts of Sudan. The community in Port Sudan is socially open and welcomes diverse cultures, though the surrounding areas tend to have a more conservative culture. The weather can be extremely hot during the summer months, particularly from May to September. The rainy season occurs in winter, from October to April when temperatures significantly decrease. The security situation in Port Sudan is calm and stable, allowing UN personnel to reside in private homes within the town. The town has a relatively reliable supply of electricity and water. Internet access is available through a private provider's cable in certain areas, and 4G coverage spans the entire town. Most daily commodities can be found in the local markets. However, over the past three years, Port Sudan has experienced outbreaks of dengue fever and malaria. Health services are provided by both private and public hospitals.
