How can you make a difference?

Under the guidance and supervision of the Chief of Field Operations and Emergencies, the Information Management Officer is responsible for developing and maintaining information management systems, tools and products that support effective emergency preparedness, response and coordination across the Country Office. The incumbent contributes to data collection, analysis, visualization and reporting to enable evidence-based decision-making, and provides dedicated support to UNICEF-led sectors in strengthening their information management capacity and systematic engagement with partners.

The work is carried out in close collaboration with the Planning, M&E (PME) Section to ensure coherence, and alignment between humanitarian information management products and corporate PME and reporting frameworks.

Summary of key functions/accountabilities: 

Information Management, Analysis and Reporting

  • Supports and contributes to the development, implementation and maintenance of information management systems, databases and tools to support evidence-based decision-making across the Field Coordination and Emergencies (FCE) section and relevant programme sections.
  • Supports the sub-national risk inform process, including the development and maintenance of risk dashboards and spatial and temporal analysis of risk indicators to inform emergency preparedness and anticipatory action
  • Leverages GIS for map production and geographic data management, developing mapping products covering emergency needs, response coverage, access constraints and gaps to support advocacy and strategic decision-making

Sector IM Support, Capacity Building and Innovation

  • Supports UNICEF-led sectors within the humanitarian architecture in the management and regular updating of sectoral and cross-sectoral information management and data management systems, including but not limited to MGMERL, ensuring quality assurance of data entered by partners and follow-up to ensure completeness and timeliness.
  • Designs and delivers training for sector partners on MGMERL and other IM tools and platforms, providing ongoing technical support as required.
  • Supports UNICEF-led sectors in mapping humanitarian needs and response, including the development and maintenance of 5Ws and service mapping products.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: Bachelor or equivalent (First Level University Degree) in Information Management, Information Systems, GIS, Information Technologies, Computer Science, Statistics, Social Sciences or another subject area relevant to information management.
  • Work Experience: A minimum of 2 years of relevant work experience in information management, data management, geographical information systems, assessments, situation analysis and/or monitoring and evaluation with the UN and/or NGO is required.
  • Skills: Information Management, Data Management, GIS, Information Systems, Monitoring and Evaluation, Statistics, Situation Analysis.
  • Language Requirements: Fluency in French is required.

Desirables:

  1. Language: Knowledge of English, or another official UN language (Arabic, Chinese, Russian or Spanish) or a local language,
  2. An advanced university degree,
  3. Experience using mWater Solstice,
  4. Experience in the humanitarian coordination system,
  5. Experience implementing government information systems,
  6. Experience with Power BI, Tableau, ArcGIS, QGIS, or KoBo,
  7. Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
