TERMS OF REFERENCE
UNICEF Brazil seeks an individual consultant to undertake a targeted update of its completed, but not yet published, Multidimensional Child Poverty study by incorporating the 2025 data from the Continuous National Household Sample Survey (PNAD Contínua) into the established time series, which currently includes 2017, 2018, 2019, 2023 and 2024. The assignment will apply the methodology, indicator definitions, analytical cuts and reproducible scripts already developed for the study, producing comparable estimates for 2025 and updating the corresponding tables, figures, key findings and narrative analysis. This is a time-bound technical update. The assignment is not intended to redesign the multidimensional poverty methodology, develop new estimation methods, or expand the analytical framework beyond what is required to incorporate 2025 data, unless a technical adjustment is strictly necessary to preserve comparability and is previously agreed with UNICEF.
