Assistant Livelihood and Economic Inclusion Officer
Organizational Setting and Work Relationships
The Assistant Livelihood and Economic Inclusion Officer will support in operationalizing the strategic vision to align livelihoods and economic inclusion efforts with the Global Compact on Refugees (GCR), which underscores the need to mobilize additional actors and to adopt a whole-of-society approach to strengthen refugee self-reliance and help ease pressure on host countries. Promoting economic inclusion of refugees is a key development area that will enable the achievement of these objectives and contribute to the 2030 Agenda's Sustainable Development Goals.
Leveraging the growing global momentum, UNHCR is working to translate the objectives of the GCR into impactful results for persons of concern (PoC). Contributing to this global roll-out of the GCR, the Assistant Livelihood and Economic Inclusion Officer, with support from the Livelihoods and Economic Inclusion Unit in the Division of Resilience and Solutions (DRS), contributes to the following objectives:
1) improve the enabling environment for refugees to work through advocacy on the right to/at work, access to economic
opportunities and service;
2) seek new and strengthen existing partnerships including with the private sector, development actors, government institutions and
specialized agencies to advance economic inclusion of refugees; and
3) enhance ongoing livelihoods and economic inclusion programming through evidence-based and market-driven approaches to
improve economic inclusion outcomes.
The Assistant Livelihood and Economic Inclusion Officer should be proactive, always looking for new opportunities and persuasive in mobilizing donors and new partners around new models of economic and social integration. Within UNHCR, the Assistant Livelihood and Economic Inclusion Officer will work under the supervision of the head of livelihoods and closely with multi-functional teams on matters including but not limited to protection, education, cash, partnerships, research and analytics, GBV, solutions, complementary pathways and more. S/he will support the office's involvement with livelihoods and economic inclusion, working with relevant external stakeholders from government line ministries, development actors, private sector, UN agencies, international organisations, NGOs, research institutions and universities.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Essential
Experience in facilitating the economic inclusion of vulnerable and marginalized groups in collaboration with internal and external stakeholders, ideally in varied field contexts. Experience in working in partnership with private sector, NGOs, UN organisations, development actors, and government authorities in sub-sectors relevant to livelihood programming e.g. financial inclusion, employment, entrepreneurship, private sector development, local economic development, poverty reduction, agriculture, livestock, vocational and technical education and training, etc.
Desirable
Knowledge about latest development in the livelihoods sector, including broader UN processes on the SDGs and the Global Compact on Refugees.

Operational context
The Lake Province is facing a prolonged humanitarian crisis fueled by armed conflict, intercommunal tensions, and the effects of climate change. The operational context of the Lake region continues to be dominated by protection incidents due to attacks by Non-State Armed Groups (NSAGs), criminal acts/banditry, and sporadic inter/intra-community conflicts, particularly involving the Boudouma and Kanembou communities. These conflicts often stem from disputes over access to arable land (polders), grazing areas, and fishing zones. The effects of climate change are increasingly visible, with river and/or rain-induced flooding and rainfall deficits. The region also suffers from a precarious socio-economic situation, inadequate basic social services, unemployment, and a food crisis, among other challenges.Despite several military operations, armed group elements remain active in the province and across the Lake Chad Basin countries. In this complex humanitarian context, UNHCR has developed a strategy aimed at durable solutions for forcibly displaced populations in the province. This strategy aligns with the Lake Province’s development program and the 2024 Nexus coordination framework. After identifying convergence zones, UNHCR is working to mobilize development and peace actors to carry out stabilization and development activities aimed at empowering the population. Located in western Chad, the UNHCR Baga Sola area of responsibility shares a long land and lake border to the west with northern Cameroon, northeastern Nigeria (Borno State), and eastern Niger (Diffa region). It is also adjacent to Kanem Province to the north and Hadjer-Lamis Province to the east.As of December 31, 2024, the Lake Province hosts 21,566 refugees from Nigeria, Niger, Cameroon, and other smaller nationalities, living in the Dar Es Salam site and surrounding areas, including the town of Bol. There are also 220,610 forcibly displaced persons (DTM/IOM). The UNHCR Sub-Office in Baga Sola covers activities in 3 of the 5 departments in the province: Kaya, Mamdi, and Fouli. Forcibly displaced persons are spread across more than 200 sites identified by the authorities (source: IOM). To better target interventions, UNHCR, in collaboration with provincial authorities, has identified high-density areas and participates in multisectoral assessments to identify primary needs and develop projects aimed at achieving durable solutions.
To ensure effective implementation and coordination with authorities, UNHCR has its Sub-Office in Baga Sola (Kaya Department). UNHCR implements livelihoods programs aimed at strengthening the self-reliance of displaced populations and host communities. These interventions are part of comprehensive durable solutions strategies, which aim to:
Reduce dependence on humanitarian aid.
Facilitate the socio-economic integration of refugees and internally displaced persons.
Promote inclusive approaches with governments and the private sector.
Contribute to the Sustainable Development Goals (SDGs), particularly decent work and economic growth.
Chad, UNHCR's Livelihood program focuses on key sectors such as:

Access to markets and financial services (financial inclusion, partnerships with the private sector).

The Assistant Livelihood and Economic Inclusion Officer will work under the Head of the Office supervision. In this role, the incumbent must work closely with other UNHCR colleagues for direct implementation and/or with UNHCR partners and operational partners, for the delivery and monitoring of achievements under livelihood programs for forcibly displaced persons and host communities in the lake.
