Sexual and Reproductive Health Analyst

The Position:

The Sexual and Reproductive Health (SRH) Analyst provides programmatic, administrative, and technical support to UNFPA's SRH portfolio in El Salvador. The incumbent will be responsible for assisting in the implementation, monitoring, and evaluation of programs designed to strengthen national systems, with an emphasis on reproductive health, sexual rights, and maternal health.

Under the direct supervision of the Assistant Representative (or designated Programme Specialist) and the overall guidance of the UNFPA Representative, the incumbent works collaboratively with the Programme (Gender, Population and Data, and Humanitarian) and Operations teams to ensure effective project delivery aligned with human rights, gender equality, and inclusivity standards.

Job Purpose

Under the direct supervision of the Assistant Representative, the National Programme Analyst (NO-A) provides technical, programmatic, and operational support to ensure the effective implementation and monitoring of UNFPA’s activities in Sexual and Reproductive Health (SRH), Rights, and Gender. 

The incumbent contributes to driving UNFPA's interventions in key national priority areas, including the prevention of adolescent pregnancy and early unions, comprehensive sexuality education, family planning, perinatal maternal health, and humanitarian response. As part of the 2027-2031 Country Programme, the position supports the consolidation of "Llegar a Cero" as a territorial model and assists the office in its advocacy, policy dialogue, and evidence-based interventions. The Analyst works closely with national counterparts and inter-agency working groups to ensure that all SRH interventions are inclusive, rights-based, and aligned with the ICPD, the UN Cooperation Framework, and the UNFPA Strategic Plan 2026-2029. 

You would be responsible for:

• Assist in drafting technical inputs, policy briefs, and background documents to support dialogue with government counterparts, particularly the Ministry of Health (MINSAL).
• Support the review and adaptation of national strategies, norms, and guidelines on maternal health, adolescent pregnancy, and family planning.
• Contribute to collection of data needed for investment cases and cost-effectiveness analyses related to SRH and gender-based violence (GBV) prevention.
• Track and monitor project activities to ensure the integration of gender equality, human rights, and the Leave No One Behind (LNOB) approach.

• Provide technical and logistical support to national counterparts (government, civil society, and academia) to facilitate the implementation of SRH programs.
• Support the rollout and monitoring of territorial models against adolescent pregnancy, assisting in the operational implementation of Llegar a Cero in priority municipalities.
• Assist in organizing capacity-building activities, workshops, and training sessions for health service providers and community networks.
• Help monitor the distribution and availability of SRH commodities and reproductive health kits within the supply chain framework.
• Support youth-led and community-based interventions aimed at transforming social norms around adolescent pregnancy and sexual violence.

C. Knowledge Management and Evidence Generation

• Collate, organize, and maintain data and information on SRH indicators to support evidence-based decision-making.
• Assist in utilizing demographic analysis and disaggregated data (including Census data) to identify geographic gaps and vulnerable populations.
• Contribute to the drafting, editing, and dissemination of knowledge products, such as case studies, reports, and infographics on SRH best practices.
• Maintain the office's SRH documentation system, tracking lessons learned and project evaluations to improve future interventions.

• Participate in technical working groups and inter-agency coordination mechanisms on SRH, preparing minutes, agendas, and follow-up action points.
• Support the preparation of documentation for resource mobilization, including project proposals, donor reports, and briefing notes.
• Maintain collaboration with UN agencies and development partners to strengthen joint advocacy and harmonize interventions.
• Ensure the meaningful participation of communities, especially LNOB and vulnerable groups, in SRH policies and programmes.
• Maintain regular communication with subnational and intersectoral partners (MINSAL, MINEDUCYT, CONAPINA, ISDEMU) to support the alignment of local protocols and resources. 

• Provide technical and operational support for the integration of the Minimum Initial Service Package (MISP) into national emergency preparedness plans.
• Assist in monitoring and deploying SRH humanitarian assistance, including reproductive health kits and field logistics, during crises and emergency response situations.

F. Project Monitoring and Financial Administration

• Conduct routine field monitoring visits to verify project implementation against work plans and target indicators, identifying bottlenecks and proposing corrective actions.
• Assist in the financial tracking of projects, checking expenditures against approved budgets in compliance with UNFPA financial rules and regulations.
• Support the review of financial and narrative reports submitted by implementing partners.

Carry out any other duties as may be required by UNFPA leadership. 

Qualifications and Experience

Education:

Advanced university degree (Master's degree) in Public Health, Medicine, Nursing, Health Systems Management, International Development, or a related field is required.

Knowledge and Experience:

• Professional experience at the national level in program management, public health, or sexual and reproductive health.
• Experience in project implementation, data collection, and monitoring and evaluation (M&E) frameworks.
• Familiarity with the national health system context in El Salvador.
• Experience working with vulnerable or "left-behind" (LNOB) populations.
• Understanding of human rights-based approaches, maternal health, and adolescent pregnancy prevention.
• Proficiency in MS Office application (specifically Excel for data tracking).
• Prior experience within the UN system or an international NGO is considered an asset.

Language: 

• Fluency in Spanish is required.
• Working proficiency (written and spoken) in English is required.
•  Other official UN languages, preferably French and Portuguese, are desirable.
