Policy Analyst - Health, Employment, Skills and Social Affairs

In line with the strategic objectives of the Secretary-General, the Directorate for Employment, Labour and Social Affairs (ELS) is the focal point for OECD work on building more cohesive and healthier societies through policy advice related to quality jobs, continuous investment in human capital, reduction in poverty and exclusion, improving quality and outcomes of healthcare and public health, effective use of pharmaceuticals and medical devices, effective and efficient health-care systems and good management of migration flows.

ELS is looking for several Policy Analyst(s) with a proven track record working in the areas of Health and Employment, Skills and Social Affairs. Successful applicants will work on various projects in a dynamic team of economists, policy experts and statisticians to develop policy advice on at least one of the following areas:

• Health and healthcare

Improving the performance of health systems, through work on one or more of the following topics: Measuring health systems performance; Healthcare Quality and outcomes; Public health and prevention policies; Health financing, health system resilience and value for money; Human resources for health; Digital health, data governance and artificial intelligence; Pharmaceutical policies and genomics; Long-term care and integrated care.

• Employment, Skills and Social Affairs
  Improving the performance of labour markets, employment services, social and migration policy and skills systemsthrough work on one or more of the following topics: the design, implementation and evaluation of employment, skills, migration and integration policies; the analysis of sickness and disability policies; research on adult skills and evolving labour market needs; the future of work, social policy and AI; as well as work on social protection systems and financing, family and youth policies and other social policy topics.

Candidates should have a strong background in applying economic concepts to one or more of the following: health systems, and employment, skills and social policies. Experience in managing projects, and a proven ability to plan and deliver work effectively. They will be expected to work both independently and collaboratively with colleagues across their Division and Directorate. They will work on a number of projects, reflecting country policy interests and the programme of work of the Directorate. Successful candidates will work in teams within the relevant Division, and will be supervised by a Senior Policy Analyst.

Job Description

Main Responsibilities

Research, analysis and drafting:

• Carry out high quality economic and policy analysis in the respective areas, including supporting cross-disciplinary and comparative analysis and the development of policy recommendations, reports, policy briefs and other deliverables.
• Contribute to the preparation of reports, flagship publications and country reviews, including contributing to the development of data sources and of new comparative indicators, and ensuring high-quality outputs.
• Prepare other high-quality documents, including working papers, policy briefs, policy papers, blogs, seminar proceedings, and policy messages based on research and relevant published material.
• Contribute to the development of practical tools, including policy toolkits to support the implementation of OECD recommendations, and facilitate the sharing and dissemination of information through innovative ways.
• Conduct statistical analysis to explain key differences in outcomes across countries. For some positions, advanced data analysis skills will be required.
• Seek innovative approaches to address policy challenges in the labour market and society.
• Oversee the work of more junior staff, provide feedback and guidance, as applicable to each project.

Co-ordination, representation and liaison:

• Participate, as required, in horizontal and multidisciplinary projects and activities of the relevant Division and the OECD. Liaise with other OECD Directorates and with experts.
• Contribute to the organisation of, and participate in, meetings of national government delegates, as well as experts from the private sector, civil society, global community and academia in connection with the Organisation’s work programme in the above areas.
• Establish new networks and strengthen existing collaboration with policy makers, working parties, delegations and outside experts and international institutions to create synergies and increase the impact of the Directorate’s work.
• Support the external visibility of the Directorate and its products, including through communication activies and by organising, participating and presenting work at high-level meeting, conferences, workshops and webinars, and co-ordinate high-level missions to OECD and non-OECD member countries as needed.
• Stay abreast of policy issues in the areas of health, employment, social and skills policies and ensure, as appropriate, the Directorate’s involvement in OECD-wide initiatives.
• Provide general support to the activities of the relevant Division as required, including preparation of presentations, speeches and briefings for senior leadership.
• Actively support the Division’s fundraising efforts, including drafting project proposals and strengthening networks and engagement with potential donors as required.
• Carry out other tasks as assigned.

Qualifications

Ideal Candidate Profile

Academic Background

• An advanced university degree in economics, health economics, labour economics, social policy or other relevant discipline.

Professional Background

• Five to seven years’ experience carrying out applied research and analysis in at least one area among health, employment, social and skills policies, acquired in a national administration, international organisation, university or research centre.
• Excellent understanding of the range of issues that impact one or more of the following: health, labour markets, employment, social and skills systems in various country contexts and experience in working on these issues in different countries.
• Sound knowledge of and experience in economic, public policy analysis and social research quantitative and qualitative tools such as economic modelling, public policy evaluation methods, analysis of micro administrative and survey data, designing and implementing of pilots, applied to one or more of the following: health, employment, skills and social policies.

Tools

• Strong working knowledge of statistical and data analysis software (e.g., R, Python) would be an asset and essential in some areas.
• Proficiency in the use of standard software applications including tools for presentation and communication (MS Word, Excel and PowerPoint).

Core Competencies

Additional Information

Languages

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  Knowledge of other languages would be an asset.

Contract Duration

• This vacancy will be used to fill multiple positions. The appointment type will be determined based on the needs of the Directorate and will be confirmed when an offer of employment is made to the selected candidate.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

Selection Process
