The Position:
The Programme Associate position provides comprehensive programmatic, financial, and administrative support to the Sexual and Reproductive Health Rights (SRHR) Unit within the UNFPA Tanzania Country Office. Under the overall guidance of the UNFPA Representative and the direct supervision of the SRHR Coordinator, the Associate ensures high efficiency, quality assurance, and procedural compliance in country programme implementation. S/he works in close collaboration with the administrative, financial, and operations teams to optimize resource utilization, facilitate cross-functional workflows, and support Implementing Partners (IPs) across development and humanitarian settings.

Job Purpose:
You will play a vital role in ensuring consistent operational and programmatic delivery for the SRHR portfolio. Operating at the intersection of programmatic delivery and operational compliance, you will lead administrative and financial processing, monitor expenditures against targets, and support development and implementation of IP work plans (AWPs). Furthermore, you will actively support financial reporting (FACE forms), ensure Harmonized Approach to Cash Transfers (HACT) compliance, and coordinate logistics for key events, capacity-building workshops, and monitoring missions. Your cross-cutting support bridges technical planning with execution, reinforcing compliance with Results-Based Management (RBM) principles and UNFPA guidelines to keep unit activities firmly on track and optimized for impact.
Responsibilities:
The Programme Associate will be responsible for:
A. Programme Management, Administrative and Financial Support
- Financial Processing & Budget Monitoring: Processes payment requests, travel authorizations, and purchase orders using corporate ERP systems (e.g., Quantum), ensuring all required supporting documents are verified.
- Monitor overall expenditure targets, budget utilization, and delivery levels for the SRH unit against approved budgets, initiating requisitions and receiving as required.
- IP Management & Compliance: Assists the relevant Programme Officer with supporting Implementing Partners (IPs) to prepare and finalize Annual Work Plans (AWPs) and requests for Funding Authorization and Certificate of Expenditures (FACE forms).
- Conducts strict quality control on financial reports to guarantee compliance with UNFPA financial rules, HACT guidelines, micro-assessments, and spot-check preparations.
- Logistics & Event Coordination: Plan, schedule, and coordinate comprehensive administrative arrangements and logistics for high-level technical meetings, donor reviews, and other strategic meetings;
- This includes coordinating with the relevant focal points on venue procurement, coordinating travel itineraries, and managing daily subsistence allowance (DSA) disbursements in accordance with organizational policy;
- Correspondence & Workflow Management: Manages incoming and outgoing mail and correspondence, drafts non-substantive responses to inquiries from external partners;
- Maintains a secure and comprehensive filing system,, and updates database contact details for key stakeholders.
B. Monitoring, Evaluation and Reporting Assistance
- Reporting & Synthesis: Follows up on the timely submission of qualitative and quantitative progress reports from IPs.
- Reviews, compiles, and synthesizes field monitoring tool data to assist in generating consolidated quarterly monitoring and implementation reports.
- Assists in inputting programme data into corporate planning systems (including Quantum Plus and UNINFO);
- Monitoring Mission Support: Participates in joint or technical field monitoring visits to target regions alongside Programme Specialists;
- Documents key findings, drafts monitoring reports, and tracks the follow-up of recommendations to address programmatic bottlenecks in both Gender and SRH interventions.
- RBM Alignment: Ensures that all programmatic and financial tracking align the organizational programme with Results-Based Management (M&E) standards, UNSDCF cooperation frameworks, and corporate procurement policies across both development and humanitarian response settings.
C. Research and Knowledge Management Sharing
- Data Compilation & Advocacy Support: Assists in collecting and analyzing data from studies, surveys, and reports to update programme repository;
- Supports technical advisors in drafting briefing materials, fact sheets, success stories, articles, and PowerPoint presentations specific to maternal health, family planning, and GBV.
- Lessons Learned Dissemination: Supports the tracking, archiving, and distribution of good/promising practices and lessons learned, facilitating proactive knowledge sharing across units, inter-agency working groups, and external partners.
D. General Support
- Cross-Functional Backstopping: Stands in for other administrative or programmatic team members to ensure seamless continuity of office support functions and operations.
- Ad-hoc Assignments: Carries out any other duties as may be assigned by the Representative, Deputy Representative, or respective Unit Supervisors.
Qualifications and Experience Education:
Completed Secondary Level Education required. A first-level university degree in public health, population studies, gender studies, development studies, social sciences, business administration, or a related field is highly desirable and will be an added advantage.
Knowledge and Experience:
- At least six (6) years of relevant professional experience in project/programme management support, administration, or financial tracking within national/international organizations, UN agencies, or CBOs/NGOs.
- Proven experience working with corporate ERP financial/management systems (e.g., Quantum, Atlas) and advanced computer applications (MS Word, Excel, PowerPoint, database management).
- Familiarity with the processing of FACE forms, HACT compliance procedures, work plan preparation, and tracking budget delivery targets.
- Demonstrated understanding of Sexual and Reproductive Health (SRH) programming contexts is a strong asset.
- Strong event planning, administrative coordination, multi-tasking abilities, and capability to work independently under tight deadlines.
- Prior experience within the UN System or a detailed understanding of the UNFPA mandate is a distinct advantage.
Languages:
Fluency in both oral and written in English is required.
Fluency in both oral and written in Kiswahili and / other UN language is desired.
