The Position:
The objective of this consultancy is to provide independent technical oversight, quality assurance, and engineering support for the renovation of TVET Care Centers under the KURA NAWE Program. The consultant will support UNFPA Rwanda in assessing the quality and compliance of completed renovation works and provide technical monitoring and quality assurance for ongoing renovation activities to ensure that works are implemented in accordance with approved designs, technical specifications, contractual requirements, and relevant standards.

Job Purpose:
In line with the UNFPA Policy and Procedures on Management of Construction Activities and UNFPA quality assurance requirements, UNFPA seeks to engage an Independent Consulting Engineer to provide technical oversight and quality assurance support for renovation works implemented under the KURA Nawe Program.
The consultant will provide an independent and objective assessment of completed renovation works and support quality assurance for planned renovations. The assignment will help ensure that renovation works are implemented in accordance with approved designs, technical specifications, bills of quantities, contractual requirements, and applicable standards. It will also support the identification and resolution of technical issues, quality concerns, and implementation risks, while strengthening accountability, compliance, and value for money.
The consultancy will complement ongoing monitoring efforts by SFH, RTB, and UNFPA and contribute to ensuring that renovated facilities adequately support the intended functions of TVET Care Centers.
