The post is presently located in Kosti, Sudan. This duty station has been designated by the International Civil Service Commission as an "E" hardship and a non family duty station.

Responsibilities

Within delegated authority, the Associate Security Coordination Officer - Saving Lives Together (SLT) is responsible for the following duties:
  • Prepares a draft security plan and security management documents for assigned elements of the mission, designated county or geographic area, including assigned aspects related to elaboration, development, implementation and updating of the documents.
  • Monitors activities related to the implementation of the approved security measures.
  • Participates in maintaining and enhancing lines of communication with United Nations Security Management System (UNSMS) entities, including agencies, funds and programmes and security focal points.
  • Assists with implementation and evaluation of the preparedness and compliance of the security measures as decided by the United Nations Security Management Team.
  • Conducts security surveys and assessments.
  • Supports the implementation of safety and security policies of the UNSMS.
  • Plans and develops effective security support to enhance security collaboration with international non-governmental organizations (INGOs) and international organizations (IOs) under the UN security Saving Lives Together (SLT) framework.
  • Participates in maintaining cooperation and enhancing collaborations with authorities and international institutions, supports security briefings, advice and security training to UNSMS personnel and operational partners of the United Nations (such as entities under Saving Life Together framework).
  • Participates in humanitarian cluster meetings and develops a strategy for enhanced information-sharing and coordination with INGOs and IOs for safe delivery of programmes with regard to the safety and security of humanitarian personnel, premises and assets.
  • Prepares draft reports on security-related incidents involving UN staff members and personnel or eligible dependents.
  • Provides support to UNSMS organizations in the establishment and maintenance of a functioning Emergency Communication System.
  • Assists Senior Security Officers in establishing policies and procedures for reviewing crisis situations and preparing contingency plans for emergencies.
  • Monitors and contributes to activities that relate to the implementation and evaluation of preparedness and compliance; drives results that help support efficiency and effectiveness of operations.
  • Liaises with local authorities and international institutions, provides security briefings of limited scope.
  • Performs other duties as assigned.

Education

Advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, criminal justice, law, international relations, or a related field is required. A first level university degree with two years of qualifying experience may be accepted in lieu of the advanced university degree. A first level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period. (This GJP is not subject to YPP posts)

Job - Specific Qualification

Certified Security Professional Training, such as UNDSS Trainer Development and Certification Course (TDC), or equivalent UN or external training, is required.

Work Experience

A minimum of two years of progressively responsible experience in security, risk or disaster or emergency management in the public or private service areas, such as national security, military or police, or in corporate environment, responsible for responding to emergency situations that directly impact security is required. Specialized experience in such areas as security programmes, risk assessments, risk management or analysis is required. Experience in providing guidance to security forums for decision-making is required. At least one year of international experience in security operations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this job opening, English and Arabic are required.   • An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
