Background
The “Anti-Corruption Project” in Guinea-Bissau aims to strengthen national anti-corruption frameworks and institutions while fostering transparency, accountability, and citizen engagement. Anchored in the country’s National Anti-Corruption Strategy (NACS), the project supports the Ministry of Justice and Human Rights (MoJ) and other key institutions in addressing systemic corruption challenges that hinder peacebuilding, development, and trust in governance. In line with UNDP commitment to gender equality and inclusive governance, the project integrates a gender-responsive approach across all activities. It recognizes the differentiated impacts of corruption on women and men and seeks to address barriers faced by women and girls in accessing justice, public services, and decision-making processes, while promoting protection against gender-related forms of corruption. Activities include technical assistance to public agencies and CSOs, development of secure whistleblower protection systems, training for judicial and law enforcement actors, and community-based awareness campaigns. The project also prioritizes gender-sensitive approaches and addresses the specific risks and impacts of corruption on marginalized groups. Efforts are closely coordinated with civil society, media, and international partners, ensuring alignment with Guinea-Bissau’s commitments to the UN Convention Against Corruption, the Sustainable Development Goals (particularly SDGs 5 and 16), and national frameworks for gender equality and other governance frameworks.
The position of a Monitoring and Evaluation (M&E) Analyst is required to work with the project team to collect M&E information to enhance project effectiveness, impacts and results of the project, with a focus on measuring gender-related outcomes and ensuring that data collection, analysis and reporting.
Duties and Responsibilities
The M&E Analyst is responsible to develop the overall framework for project M&E (i.e. annual project reviews, participatory impact assessments, process monitoring, operations monitoring, lessons learned workshops). This will include the formulation of key performance indicators and parameters for monitoring project performance and measuring its progress towards its targets, ensuring the integration of gender-sensitive and gender-transformative indicators.

Experience:
Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in Monitoring and Evaluation or development work
