    Introduction

    Description of the Assignment:

    The TE will assess project performance against expectations set out in the project’s Results Framework (see ToR Annex A). The TE will assess results according to the criteria outlined in the Guidance for TEs of UNDP-supported GEF-financed Projects.

    A team of Two consultants (One international consultant as the team leader, and One national evaluator) will conduct the TE.

    The international consultant is the overall TE lead with ultimate accountability for the quality, timeliness and compliance of all TE deliverables with UNDP/GEF evaluation policies and guidelines. The IC’s core responsibilities span all TE phases, with a focus on strategic evaluation design, global/GEF alignment, cross-cutting analysis and final report development.

    Period of assignment/services: The total duration of the TE will be approximately 30 days over a time period of around 3 months (including completion of payment) expected starting on 21 August 2026.

    Proposal should be submitted directly in the portal no later than indicated deadline.

    Any request for clarification must be sent in writing via messaging functionality in the portal. UNDP will respond in writing including an explanation of the query without identifying the source of inquiry.
