Job Description

Org. Setting and Reporting

In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Operations Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. DCO exercises managerial and oversight functions of the resident coordinator system under the oversight of the Chair of United Nations Sustainable Development Group (UNSDG). In 2026, DCO undertook a recalibration to ensure the RC system remains optimally configured to support the acceleration of the 2030 Agenda and embodies the UN 2.0 shift- anchored in data, digital, innovation, behavioral science, strategic foresight, and a mission driven organizational culture. The position is located in the Office of Assistant Secretary-General in the United Nations Development Coordination Office (UNDCO) in New York and reports to the Chief Corporate Services. The Programme Management Officer works closely with all DCO organizational units, in particular regional offices and the SDG coordination, policy and programme division. The incumbent supports coordination of RC system-wide crisis management and response, security liaison and representation within the Inter-Agency Security Management Network, as well as RC System wide coordination and support to coordination of contingency planning, strategic engagement with Organizational Resilience and Management Systems of the UN Secretariat.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:
  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources, including mapping of available technical expertise across the UNSDG system and external partner networks to inform deployment of expertise-on-demand and surge capacity solutions.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies on surge support.
  • Coordinates RC system-wide crisis preparedness, response, and recovery efforts, ensuring coherent support across DCO headquarters, regional offices, and country teams.
  • Serve as the DCO focal point for security coordination and represent the RC system within the Inter-Agency Security Management Network (IASMN) and related security mechanisms.
  • Coordinate with UNDSS and other UN Secretariat security focal points.
  • Support the development, alignment, and implementation of RC system contingency planning processes, tools, and guidance.
  • Facilitate strategic engagement between the RC system and UN Secretariat Organizational Resilience Management System (ORMS) mechanisms to strengthen organizational resilience and business continuity.
  • Monitor emerging crisis and security-related risks, prepare analytical briefs and recommendations, and support senior management decision-making and inter-agency coordination.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Collects and analyzes data on surge deployments data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.

Education

:Advanced university degree (Master’s degree or equivalent) in business administration, political sciences, development studies, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

A minimum of five (5) years of progressively responsible experience in programme management, administration or related area is required. Experience with inter-agency or inter-organizational collaboration in the development sector is required. A minimum of three (3) years or more of experience in data analytics or related area is desirable. Experience in the United Nations system or a comparable international organization is desirable. Field experience in development cooperation is desirable. Experience in knowledge management for development cooperation at the country, regional or global levels, is desirable.
