Job Description

Org. Setting and Reporting

This position is located within the Common Administrative Platform at United Nations Headquarters, referred to as the One Executive Office ("One EO"), under the Division of Administration in the Department of Operational Support (DOS). One EO has been established as of 1 July 2026 as part of the UN80 reform initiative, which aims to consolidate common administrative functions across Secretariat entities into unified service platforms. The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions. The Division of Administration in New York provides administrative support functions (human resources, budget, finance and general administration) and facility management and commercial services to entities at United Nations Headquarters. It also provides financial operational services to entities across the globe. As Common Administrative Platform, the Division comprises the OneEO, the Financial Operations Service (including OnePayroll), and the Facilities and Commercial Activities Service. OneEO provides the full range of administrative and operational services required by New York– based Secretariat client entities to fulfil their mandates, including human resources management, financial administration, travel, and general administrative support, while adhering to the delegation of authority framework and ensuring compliance with established regulations, rules, policies, guidelines and procedures. Specifically, this position is located at the Client Desk providing administrative and operational support to Department of Political and Peacebuilding Affairs (DPPA), Department of Peace Operations (DPO), Cluster I and II Special Political Missions and other related entities. The incumbent will report to a Finance and Budget Officer under the overall guidance of the Finance Team Lead.

Responsibilities

Within delegated authority, the Finance and Budget Assistant will be responsible for the following duties: FINANCE AND BUDGET
  • Assists in the preparation of supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements;
  • Supports the Finance/Budget Officers(s) in extracting information and generating expenditure reports from computerized information system databases; assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern for the attention of the Finance/Budget Officer(s).
  • Prepares pre-commitments, commitments and assists staff from substantive offices with their queries in the preparation of travel requests and travel expense reports in Umoja.
  • Prepares requests for review on ad hoc DSA, exceptions to travel standard of accommodation.
  • Prepares and submits requests for hospitality to the front office for approval.
  • Confirms funding availability and provide funding balance to queries received from substantive offices.
  • Researches/compiles data and other information required by the Finance Budget Officer(s) in the review and analysis of relevant proposals.
  • Assists the Finance/Budget Officer(s) in the preparation/finalization of budget performance reports, performing preliminary analysis of variances between approved budgets and actual expenditures.
  • Reviews requisitions for goods and services in Umoja to ensure correct funds have been charged and the availability of funds and assists the Finance/Budget Officer(s) with the creation of unreleased and released budgets as approved by the budget committees.
  • Assists in budget creation and revisions in accordance with approved cost plans.
  • Assists in the quarterly review, cleanup, and closure of grants.
  • Assists in generating expenditure reports from Umoja and monitoring reporting requirements. GENERAL
  • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to program budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
  • Drafts routine correspondence with respect to enquiries related to relevant financial and budget matters.
  • Maintains and keep up-to-date files.
  • Reviews and approves iNEED requests.
  • Reviews and takes action service requests received on Altiora Client Relationship Management System (CRM).
  • Provides administrative support to the Head of the organizational unit and/or Finance/Budget Officer(s), as required.

Work Experience

A minimum of 5 years of progressively responsible experience in finance, budgeting, financial analysis or related areas in an international organization or other comparable organizations is required. The minimum years of relevant experience is reduced to three (3) for candidates who possess a first-level university degree or higher. Experience in a finance or reporting module of an Enterprise Resource Planning (ERP) system such as Umoja, or similar platform, is desirable. Experience working in a finance team of an Executive Office or a similar administrative office in the United Nations or a comparable international organization is desirable. Experience in the use of Excel and Power BI, or similar applications, is desirable.
