SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
Solidarités International operates in Syria since 2013 with a very diversified programs portfolio in Hassake & Raqqa (NES), Aleppo and Idlieb (NWS) governorates. To achieve its humanitarian objectives the mission employs 250 staffs and developed meaningful partnerships with international and local NGOs.
In NES, SI is one of the leading agencies in the WASH sector, responding to emergencies, protracted situations and recovery needs. The strategy is complemented with a significant FSL component, addressing market rehabilitations, business development and agriculture.
In NWS, SI operates in Idleb, Hamah and Aleppo with large WASH programs, with a focus in camps settings for IDP populations, and rehabilitation programs, especially after the earthquake. SI also responds to new emergencies, including regular displacements, natural disasters and epidemics.
SI is also heavily involved in humanitarian coordination, both at strategic and technical level with relevant fora and stakeholders, including key donors.
Since regime's change, SI is redefining its operational model as well as its geographical scope and programmatic priorities. The organizational set up is being deeply reviewed with a Damascus-based coordination office, the reshaping of the base level structure. This is to ensure relevance and efficiency, maximize impact through secured access and more generally ensuring the mission remains fit for purpose in a quickly evolving environment.
MAIN OBJECTIVE
The Conformity Manager ensures compliance with internal practices, promotes effective internal controls, supports audits and due diligence, and assists departments in implementing recommendations and mitigating risks.
KEY RESPONSIBILITIES
INTERNAL AUDIT
Supports annual audit planning based on risk analysis.
Conducts audits of the organisation, processes, projects and selected documents.
Follows up on audit findings and compliance reviews.
EXTERNAL AUDIT & DUE DILIGENCE
Coordinates Country Office preparation for external audits.
Reviews expenditure supporting documents and prepares risk matrices.
Participates in audit opening/closing meetings and supports management responses.
Supports staff and partners in audit preparation.
Assists with external audit firm selection and ToRs, where applicable.
Participates in SI due diligence processes under the Head of Ethics and Conformity.
PARTNERSHIP MANAGEMENT
Leads or supports partner due diligence and screening.
Monitors risk mitigation measures and partner compliance with agreements.
Conducts partner audits and supports partner capacity strengthening.
Supports monitoring of partner activities within the role's scope.
RECOMMENDATIONS & RISK MANAGEMENT
Monitors implementation of audit and compliance recommendations and maintains tracking tools.
Supports identification, assessment and mitigation of Country Office risks.
FILING & ARCHIVING
Ensures proper filing and archiving in line with SI procedures.
Supports effective archiving systems, audit readiness and compliance.
Supervises/supports archiving teams and assists with archive transfers to Head Office.
REPORTING
Prepares internal and partner audit reports and reports on recommendations and compliance actions.
INTERNAL STANDARDS & CONTROLS
Promotes internal audit and control standards through training and capacity building.
Provides advice on strengthening internal controls.
Supports updates to authorised signatories.
Leads compliance reviews and develops relevant standards/guidance when requested.
ETHICS & MISCONDUCT PREVENTION
Promotes SI’s Ethics Framework and a safe working environment.
Maintains confidentiality of information related to abuse reporting and case management.
Supports measures to prevent and mitigate abuse risks.
MANAGEMENT
Ensures implementation of HR policies and processes within the team.
Assesses staffing needs, recruits and inducts staff, manages performance, and provides training and support.
Promotes effective communication within the team.

DIPLOMAS AND EXPERIENCE
Bachelors Degree in Accounting, Finance, Business administration, Business Law, or Risk Management, or related fields.
Certification: Certified Internal Auditors (CIA); Certified Fraud Examiners (CFE) preferred; CPA or CMA also appreciated.
Experience in the humanitarian sector : 3 to 4 years
Experience on a similar position : 5 years

A salaried position:
SI will offer a monthly gross salary of 2070 USD, along with a comprehensive benefits package.
