Location: North-East Syria (NES) Base, Raqqa

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

About the mission

Solidarités International operates in Syria since 2013 with a very diversified programs portfolio in Hassakeh & Raqqa (NES), Aleppo and Idleb (NWS) governorates. To achieve its humanitarian objectives the mission employs 350 staffs and developed meaningful partnerships with international and local NGOs.

In NES, SI is one of the leading agencies in the WASH sector, responding to emergencies, protracted situations and recovery needs. The strategy is complemented with a significant FSL component, addressing market rehabilitations, business development and agriculture.

In NWS, SI operates in Idleb and Nothern-Aleppo with large WASH programs, with a focus in camps settings for IDP populations, and rehabilitation programs, especially after the earthquake. SI also responds to new emergencies, including regular displacements, natural disasters and epidemics.

SI is also heavily involved in humanitarian coordination, both at strategic and technical level with relevant fora and stakeholders, including key donors.

Since regime's change, SI is redefining it operational model as well as well as its geographical scope and programmatic priorities. The organizational set up is being deeply reviewed with a Damascus-based coordination office, the reshaping of the base level structure. Assessments are being carried out in new areas including rural Damascus, South, Aleppo and Hama and new partnerships are being envisioned. This is to ensure relevance and efficiency, maximize impact through secured access and more generally ensuring the mission remains fit for purpose in a quickly evolving environment. And this on-going transformation will be at the core of the new Country Director responsibilities.

The FSL Program Manager supports donor proposal development and project cycle management. S/he ensures the relevance, quality and appropriateness of FSL activities in line with affected populations’ needs, SI objectives, humanitarian standards and coordination with FSL actors. S/he supports program adaptation, quality start-up, monitoring, representation, institutional learning and FSL team capacity building, including support to bases/sub-bases.

Key Responsibilities

Strategy & Project Design

  • Develop/review FSL strategies in line with SI priorities and context.

  • Lead/coordinate assessments to identify FSL needs, vulnerabilities and gaps.

  • Liaise with FSL partners, stakeholders and SI technical departments.

  • Support vulnerability criteria with MEAL and contribute to donor proposals, technical approaches, budgets and logical frameworks.

  • Ensure relevant, feasible, sustainable and standards-compliant program design.

Program Quality & Implementation

  • Define technical approaches, data collection and assessment mechanisms.

  • Plan and oversee FSL/agricultural activities through workplans and technical specifications, in line with SI procedures, donor requirements and humanitarian standards.

  • Ensure program objectives and quality standards are achieved.

  • Coordinate with support departments and MEAL on planning, procurement, budgets, distributions, monitoring and reporting.

  • Integrate security, access, data protection, protection, inclusion, gender and accountability.

  • Monitor relevance, quality, timelines and effectiveness and propose adaptations.

  • Liaise with authorities and support MoUs and related documentation.

  • Coordinate with HQ FSL Technical Department for technical guidance.

Team & HR Management

  • Recruit and manage national FSL staff.

  • Define technical requirements, identify training needs and build team capacity.

  • Develop team action plans and ensure compliance with security and organizational standards.

Knowledge Management

  • Apply SI knowledge-building tools and contribute to procedures, guides and technical tools.

  • Document lessons learned, SOPs and good practices and support continuous improvement.

  • Prepare handover and knowledge-transfer documentation.

Reporting, Coordination & Representation

  • Provide timely reporting and maintain accurate program documentation and archives.

  • Communicate relevant security and operational developments.

  • Ensure transparent communication with beneficiaries, authorities, communities and partners.

  • Represent SI in FSL technical/sectoral meetings and working groups at national and regional levels, including Food Security, Cash and NFI.

  • Respond to coordination and sector information requests regarding SI interventions and needs.

Your profil

DIPLOMAS AND EXPERIENCE

Education: Bachelor’s degree in Food Security, Agriculture/Agronomy, Economics, Development Studies, Humanitarian Action, Livelihoods, Rural Development, International Development or related field.

Experience in the humanitarian sector: 3 to 4 years.

Experience on a similar position: 3 to 4 years.

SKILLS

Technical Skills:

  • Strong technical expertise in FSL programming, including food security and market analysis, cash-based programming, livelihoods, agriculture/livestock, value chains and resilience.
  • Proven experience across the full project cycle, from assessment and design to implementation, monitoring, reporting and learning, with adaptability to evolving contexts.
  • Ability to translate sector strategy and analysis into project development and donor positioning, engage with donors and coordination mechanisms, and ensure coherence across the FSL portfolio.

SI Will Offer you

A salaried position:

SI will offer a monthly gross salary of 2,070 USD, along with a comprehensive benefits package.
