SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
Solidarités International operates in Syria since 2013 with a very diversified programs portfolio in Hassake & Raqqa (NES), Aleppo and Idlieb (NWS) governorates. To achieve its humanitarian objectives the mission employs 350 staffs and developed meaningful partnerships with international and local NGOs.
In NES, SI is one of the leading agencies in the WASH sector, responding to emergencies, protracted situations and recovery needs. The strategy is complemented with a significant FSL component, addressing market rehabilitations, business development and agriculture.
In NWS, SI operates in Idleb and Nothern-Aleppo with large WASH programs, with a focus in camps settings for IDP populations, and rehabilitation programs, especially after the earthquake. SI also responds to new emergencies, including regular displacements, natural disasters and epidemics.
SI is also heavily involved in humanitarian coordination, both at strategic and technical level with relevant fora and stakeholders, including key donors.
Since regime's change, SI is redefining it operational model as well as well as its geographical scope and programmatic priorities. The organizational set up is being deeply reviewed with a Damascus-based coordination office, the reshaping of the base level structure. Assessments are being carried out in new areas including rural Damascus, South, Aleppo and Hama and new partnerships are being envisioned. This is to ensure relevance and efficiency, maximize impact through secured access and more generally ensuring the mission remains fit for purpose in a quickly evolving environment. And this on-going transformation will be at the core of the new CD responsibilities.
NWS base is covering Aleppo, Idleb and Hama interventions, it is a base of approximately 50 staff, the wash team department is composed of 17 staff (between Hama and Aleppo) at time of the job advertisement).
General Objective
The WaSH Program Manager is responsible for achieving project objectives within the assigned area, ensuring quality, relevance and timely implementation, and supervising the teams assigned to the program. He/she provides technical support to bases/sub-bases and proposes adjustments based on needs and context.
Project Quality and Design
Contribute to assessments, strategy development, annual programming and project evaluations.
Ensure WaSH activities are relevant to population needs and comply with SI standards, donor requirements and sustainability principles.
Prepare and review technical designs, drawings, BoQs, tender documents and proposal sections, including logical frameworks.
Monitor program budgets, forecasts and expenditure with Finance.
Support technical capacity building and introduction of new WaSH approaches.
Implementation and Monitoring
Plan and supervise WaSH activities, including recruitment, procurement and implementation timelines.
Monitor activity progress, quality, indicators and compliance with technical specifications.
Provide technical support to Logistics for WaSH procurement.
Supervise and support WaSH teams and ensure activities achieve planned results.
Identify operational challenges and implement or recommend corrective actions based on monitoring and contextual developments.
Contribute to budget planning, expenditure monitoring, requirements and cash-flow forecasting with relevant departments.
Capitalization
Document and share lessons learned, good practices and technical experiences using SI capitalization tools.
Support the introduction and documentation of new WaSH technologies, methodologies and approaches.
Contribute to the dissemination of relevant procedures, guidelines and tools.
Prepare procurement, handover and other required end-of-assignment reports.
Personnel Management
Participate in recruitment and validation of national technical staff and define position requirements with HR/Administration.
Identify training needs and organize technical capacity-building activities.
Manage and supervise staff, including performance assessment and feedback.
Lead technical working groups and meetings and ensure compliance with security procedures.
Reporting, Communication and Representation
Report security incidents and other information affecting staff or program implementation.
Prepare timely activity reports and technical inputs for donor reporting and amendments.
Maintain effective relationships with authorities, donors, partners, UN agencies and other humanitarian actors.
Represent SI in relevant WaSH clusters, working groups and technical forums.
Respond to headquarters’ information requests and represent SI when delegated.
With the WaSH Coordinator, prepare MoUs, handover documents and other administrative documents with authorities, communities and partners.
DIPLOMAS AND EXPERIENCE
Bachelor degree in a relevant engineering field. Master degree is an advtage.

A salaried position:
SI will offer a monthly gross salary of 2,070 USD, along with a comprehensive benefits package.
