The Opportunity

The position holder is primarily responsible for coordinating the implementation the ET-RRM Project as well as the humanitarian component of the integrated WASH, Health and Livelihood project in Oromia regional state, and ensuring the linkage to the Country WASH Program at the project level. The post holder is responsible for the delivery of results in line with pre-agreed project plans and objectives, and oversees Project implementation at all stages throughout the project cycle. Given that a significant amount of the project thematic activities is done in partnership with key government sector offices, will have also a key aspect of the role is nurturing, developing, and facilitating the achievement of results.

• Lead the planning, implementation, monitoring, and reporting of WASH projects, ensuring quality, timely delivery, and compliance with donor and organisational requirements.Manage project budgets, work plans, technical designs, construction supervision, and contract administration.
• Ensure high standards of technical quality, accountability, safeguarding, and adherence to government, donor, SPHERE, and WASH Cluster standards.
• Prepare high-quality narrative and financial reports, project updates, success stories, and other donor reporting requirements.
• Represent the organisation in coordination forums, technical working groups, and WASH-related networks.
• Strengthen the capacity of local partners, WASH Committees (WASHCOs), and community-based organisations through training, mentoring, and technical support.
• Support knowledge management, communication, advocacy initiatives, and community engagement activities.
• Identify and address project challenges, risks, and compliance issues while promoting innovation, accountability, teamwork, and results-driven performance.

The Individual

Qualifications/ Experience/Skills Essential:

• Bachelor’s Degree or above in Sanitary Engineering, Hydraulic Engineering, Civil Engineering, Water Resources Engineering, Environmental Health, or related disciplines.
• Minimum 5 years relevant experience in water supply and sanitation development, construction supervision, and contract administration
• Demonstrated experience in feasibility studies, design, construction supervision, and contract administration of solar-powered water supply and sanitation projects.
• Experience in solar projects, including solar-powered water system design, construction, operation, and maintenance.
• Strong experience in preparing BOQs, technical specifications, bid documents, evaluation, contract documents, and negotiation management.
• Experience and knowledge of Water-CAD, AutoCAD, and related software is advantageous.

Qualifications/ experience desirable:

• Knowledge of the water, sanitation, and hygiene sector.
• In-depth knowledge of project cycle management and child-centred community development programming and expertise in supervising water system infrastructure.
• Familiarity with participatory Monitoring, Evaluation, and Research systems and processes.
  
  Languages required:
• In addition to English, local Language – Afan Oromo is a desirable

Safeguarding Children and Program Participants (Safeguarding) and Gender Equality and Inclusion (GEI)

• Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed per the appropriate procedures.
• Ensures that all staff in the unit/function/department are properly inducted on and understand their role in upholding Plan International’s safeguarding and GEI policies;
• Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day work.
• Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted
